CALL TO ORDER Chairman Wilson called the Meeting of the Palm Desert Redevelopment Agency to order at 8:45 p.m. H. ROLL CALL Members Present: Member James E. McPherson Vice Chairman Alexis D. Newbrander Member Romeo S. Puluqi Member Walter H. $nyder Chairman S. Roy Wilson Also Present: Martin J. Bouman, Executive Director Carlos L. Ortega, Assistant City Manager/Executive Director [II. CONSENT CALENDAR A. MINUTES of the Redevelopment Agency Meeting of November 19, 1981. Rec: Approve as presented. B. CLAIMS AND DEMANDS AGAINST THE AGENCY TREASURY FOR THE MONTHS OF OCTOBER AND NOVEMBER, 1981. Rec: Approve as presented. Mr. Bouman noted that the month of December, 1981, should be added to Item "B" of the Consent Calendar as it was included in the Agenda package, just not listed on the Agenda. Upon motion by McPherson, second by Puluqi, the Consent Calendar was approved as presented with the inclusion of the Claim and Demand for the month of December, 1981, by unanimous vote. IV. V. VI. PUBLIC HEARINGS None RESOLUTIONS None NEW BUSINESS A. REQUEST FOR APPROVAL OF AGREEMENT WITH THE COACHELLA VALLEY WATER DISTRICT FOR CONSTRUCTION AND MAINTENANCE OF FLOOD CONTROL FACILITIES. Upon motion by McPherson, second by Puluqi, this item was continued to the next meeting of the Redevelopment Agency by unanimous vote. REQUEST FOR APPROVAL OF 1981/82 WORK PROGRAM AND 1980/81 GOAL ACHIEVEMENT PROGRAM OF THE PALM DESERT REDEVELOPMENT AGENCY. Mr. Ortega reported that this report was required by law to be filed with the State. Upon motion by McPherson, second by Puluqi, the report was received and Staff authorized to file it with the State Department of Housing and Community Development by unanimous vote. VII. OLD BUSINESS A. REQUEST FOR EXTENSION OF AGREEMENT FOR REMOVAL OF APARTMENTS ON MONTEREY AVENUE. Mr. Ortega suggested the Agency adopt Motion //2 of the Staff Report due to the action taken by Council to deny the variance requested to allow the apartments to be moved to another location in the City. Member McPherson moved to extend the Agreement from December 19, 1981, to February 28, 1982, to allow the applicant to secure approval to relocate elsewhere with the provision that if proof is shown the City that approval has been obtained to relocate elsewhere, the applicant shall remove apartments and clear site by April 30, 1982. Chairman Wilson seconded the motion; carried by unanimous vote. VIII. IX. X. CONSENT ITEMS HELD OVER None ORAL COMMUNICATIONS None REPORTS AND REMARKS A. EXECUTIVE DIRECTOR 1. ADDITIONAL APPRAISAL SERVICES FOR EXXON STATION ACQUISITION. Mr. Bouman reported that additional "good will and leasehold interest" appraisal services were required for the subject acqui- sition and that the Agency's Counsel had recommended the firm of Desmond & Marcello. Member McPherson moved to approve the employment of Desmond & Marcello to perform good will and leasehold interest appraisal services for the Exxon Station acquisition, said services not to exceed $2,000. Member Newbrander seconded the motion; carried by unanimous vote. 2. REQUEST FOR CLOSED SESSION Mr. Bouman requested the Agency adjourn to Closed Session for the purpose of discussing litigation. B. CHAIRMAN AND MEMBERS OF THE AGENCY None ADJOURNMENT Upon motion by McPherson, second by Puluqi, and unanimous vote, Chairman Wilson adjourned the Meeting to Closed Session at 8:55 p.m. Chairman Wilson reconvened the meeting at 9:37 p.m. and immediately adjourned to another Closed Session at 3:00 p.m. on Wednesday, February 3, 1982.
