REQUEST FOR ACCEPTANCE OF WORK for Change Order No. 11 to Contract No. RD-343 with J. Murray Construction for Sheriff Station. Rec: Accept the work as complete and authorize the City Clerk to file a Notice of Completion with the County Recorder. D. E OUEST FOR APPROPRIATION for Extra Services Requested of Richard Caplan & Associates (Contract No. RD-555). Rec: By Minute Motion, authorize the appropriation of an additional S1,600.00 from the Agency's Unobligated Funds for the purpose of paying Richard Caplan for extra work that was requested by the Agency. AWARD OF CONTRACT FOR INSTALLATION OF CIVIC CENTER SIGNAGE PROGRAM (CONTRACT NO. RD-675). Mr. Ortega noted that there was no report in the packets because staff was in the process of analyzing bids that were received. He introduced Mr. Don Rypinski, architect for the signage program, who he said had gone before the Civic Center Steering Committee to present the overall signage plan. He added that Mr. Rypinski had requested bids from sign manufacturers he was familiar with, and he distributed copies of a memorandum which contained the results of bids received by Mr. Rypinski. MR. DON RYPINSKI reviewed the report, noting that after examination of the bids received, staff's recommendation was that the Agency Board enter into a contract with Artech Sign Company, the second lowest bidder, in the amount of $64,139. He stated that the low bid was from Graphic Arts of Santa Ana in the amount of $33,000, and although they were very good at wooden and plastic work, he would be hesitant to select them because the proposed sign program would use metal signs. Upon question by Member Crites, Mr. Rypinski confirmed that Graphic Arts had received all of the specifications for this project. Crites said he felt before the Agency Board adopts a sign program that is $31,000 more expensive than the low bid, staff should go and talk to the low bidder to see if they can or cannot do the job. Mr. Rypinski commented that he had worked with the people in this firm for three years and that they worked with hand tools, while everyone else is talking about a precision routed look. He felt there would be a lot of "hand holding" going on with these people in order to get the job done. He said if the Agency Board were to select this firm, he would suggest they do one sign at a time so staff could look at each one. He said if you were to compare the two side by side, there was the possibility that they would not be the same, and he felt we should proceed with caution to make sure they produce the kind of signs we are looking for. Member Wilson asked whether we could wait on this and ask for a contract with each of the two firms to do two signs for an area where we will have more than one sign and then award a contract to the best firm for the remainder of the signs. Member Crites also noted that we will have need for some additional signs for the Civic Center because we have not made any provision for signs at Magnesia Falls.
