CALL TO ORDER Chairman Wilson convened the Redevelopment Agency meeting at 8:07 p.m. to discuss the Stage Cover for the Hahn Amphitheater as a joint item. H. CONSENT CALENDAR A. MINUTES of the Regular Meeting of the Redevelopment Agency of March 10, 1994. Rec: Approve as presented. B. CLAIMS AND DEMANDS AGAINST THE AQNCY TREASURY - Warrant Nos. 40 and 41. Rec: Approve as presented. C. REOUEST FOR APPROVAL of Feasibility Study for Proposed Restaurant in Civic Center Park (Contract No. R08500). Rec: By Minute Motion, approve an agreement (No. R08500) with Leonard R. Wolk from Real Estate Analysis Services Co. (REASCO) to provide an independent comprehensive analysis of the feasibility of locating a restaurant in the Civic Center Park and appropriate $3,600 from the Agency's Unobligated Funds to pay for such study. Member Kelly asked that Item C be removed for separate discussion under Section VI, Consent Items Held Over. Upon motion by Snyder, second by Crites, the remainder of the Consent Calendar was approved as presented by unanimous vote of the Agency Board. IV. ORAL COMMUNICATIONS None V. RESOLUTIONS None VI. CONSENT ITEMS HELD OVER C. REOUEST FOR APPROVAL of Feasibility Study for Proposed Restaurant in Civic Center Park (Contract No. R08500). Member Kelly expressed concern about competing with local restaurants. Mr. Ortega stated that this had come from direction given more than a year ago when Alibaba Farzaneh appeared before the City with an idea of constructing a restaurant in the park. He felt that if the Council would at least tell him to look at it, he was willing to spend some 2 MINUTES PALM DESERT REDEVELOPMENT AGENCY MEETING MARCH 24, 1994 * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * s * * * * * * * money to do some architectural work. He said Mr. Farzaneh had appeared before the Council and showed how it would be basically underground and have the lake mirror as the main focus of the restaurant. Based on his presentation, the Council encouraged him to go and put some figures together to see what he could do. He came back with some operating figures that he himself had put together. Mr. Ortega noted his staff report in the packets and stated that staff felt a comprehensive analysis should be done of the feasibility of locating such a restaurant in the Civic Center Park. Member Snyder stated that Council did direct Mr. Farzaneh to go ahead, and he created a model and came up with some figures. He said to his knowledge there was no one in the City or working for the City who had the knowledge or capability to say whether or not this was a good business and whether or not it would pay off, and it was felt that an analysis needed to be done in that regard. Chairman Wilson asked whether the study could be expanded to assess the impacts of a City joint venture competing with local restaurants. Member Crites stated he did not think a study was needed to find that out. Instead, he felt we should go out and talk to the business community about this. . Member Kelly agreed and said he felt we should at least talk to other restaurant owners in the City to see how they feel about having a restaurant in the Civic Center Park. Member Snyder moved to, by Minute Motion, approve an agreement (No. R08500) with Leonard R. Wolk from Real Estate Analysis Services Co. (REASCO) to provide an independent comprehensive analysis of the feasibility of locating a restaurant in the Civic Center Park and appropriate $3,600 from the Agency's Unobligated Funds to pay for such study. Motion was seconded by Benson. Chairman Wilson asked whether the maker of the motion would agree to a friendly amendment directing the Chamber of Commerce liaison to begin exploring community attitude towards the City participating in the building of a restaurant in the Civic Center Park. Members Snyder and Benson both agreed to the amendment. NO. Chairman Wilson called for the vote. NEW BUSINESS A. STAGE SHADE COVER FOR HAHN AIvirnt t nr.ATER Councilman/Member Crites moved to add this item to the Agenda for discussion as one which arose after the Agenda was posted. Motion was seconded by Kelly and carried by unanimous vote. Councilman/Member Snyder stated that for some time the Civic Center Steering Committee had been trying to get an appropriate cover for the Hahn Amphitheater. An organization had been located that would do a good job for the City, and he showed photos of the types of covers this organization could provide. He noted that the urgency was because the organization had just received a major contract that would take up all of its facilities for the next nine months, and manufacturing a cover for the City would take from four to five weeks. If it was not ordered quickly, the organization would not be able to manufacture the cover to be used for the coming year. He added that the total cost would be approximately $43,000. Upon question by Councilman/Member Crites relative to whether or not local people were contacted who manufacture canvas awnings, Councilman/Member Snyder responded that staff had looked at many organizations, and this was the only one that was found that could do this for the City. He added that the fabric was a heavy material, not canvas, with a heavy aluminum frame. Councilman/Member Snyder moved to, by Minute Motion, authorize the Redevelopment Agency to purchase the stage shade cover for the Hahn Amphitheater in an amount not to exceed $43,000.00 and authorize the appropriation of funds from the Agency project fund reserve. Motion was seconded by Benson and carried by unanimous vote. VIII. CONTINUED BUSINESS None IX. OLD BUSINESS None X. REPORTS, REMARKS, AND AGENCY BOARD ITEMS REQUIRING ACTION A. EXECUTIVE DIRECTOR Mr. Ortega requested a Closed Session at the appropriate time pursuant to Government Code Section 54956.9(a), Existing Litigation (City of Palm Desert v. Palm Desert Mini Warehouse), Section 54956.9(c), Pending Litigation, and 54956.8, Real Property Acquisition (property owners Ahmanson and Kathleen Fox - south of Painter's Path; property located on 4 MINUTES PALM DESERT REDEVELOPMENT AGENCY MEETING MARCH 24, 1994 * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * El Paseo - owners Wilmot and Lennon; property in Section 4 - owners the Taylor brothers; potential lease with the Odekirks). B. AGENCY COUNSEL Absent C. CHAIRMAN AND MEMBERS OF THE AGENCY None XI. ADJOURNMENT Upon motion by Crites, second by Snyder, and unanimous vote of the Agency Board, Chairman Wilson adjourned the meeting at 8:30 p.m. to Closed Session for purposes as noted by the Executive Director.
