V. ORAL COMMUNICATIONS
MS. SUSIE HARVEY, Palm Desert Chamber of Commerce, said she wished to update the Council
on three items which the Chamber had addressed and taken a position on. The first item dealt with
bus shelter advertising, and it was the Chamber's opinion that any business should be allowed to
advertise on bus shelters within the City, whether or not they are actually physically located within
Palm Desert or in competition with any business in the City. With regard to Internet sales tax, it
was the Chamber's position that in order for there to be a level playing field for all business

enterprises, there should be an Internet sales tax, and it should be treated the same way mail orders
are. She said if sales tax on Internet sales is instituted, it should be based upon point of delivery,
the same as mail order. With regard to the third item, distribution of sales tax, she said there had
been some discussion in Sacramento that perhaps sales tax should be distributed based upon
population of the city rather than point of purchase, and it was the Chamber's position that it be the
same as it is now and that there be no change on how sales tax is distributed. She offered to answer
any questions.
MR. HENRY PREGO stated he represented the residents of the Montecito development in Palm
Desert, located to the northeast of Desert Willow Golf Resort. He said the residents in this
community had formed a committee to deal with issues regarding the finishing stages of the Desert
Willow Golf Course and the hotel and conference center to be put on Sites 2 and 3. He said they
had gone to a meeting one day with the developer, and out of the blue one day they found seven -
story -high balloons on Site 2, which was right in their back yards. He said it was their
understanding when they moved into this development that at one point in time there would be a
conference center no higher than two stories. Although the developer had moved the highest
structure (the hotel) to the other site, which would impact the residents less, they would still like
to be involved in some way with the development of the hotel and conference center. He noted
there was also a concern with the grade level of the conference center, which appeared to have been
raised 20 feet, and he asked that someone from the City do an on -site inspection to look at it from
the residents' perspective.
Mayor Crites stated that most of the Councilmembers had been on -site a number of times, and he
asked that City Manager Diaz ensure that the City remain in contact with the homeowners and allow
them to participate in the development process.
Mr. Prego submitted his notes and a Committee Roster (on file and of record in the City Clerk's
Office).

C. REOUEST FOR APPROVAL of Contract No. C17310 -- Auditing Services for the City of
Palm Desert, Palm Desert Redevelopment Agency, Palm Desert Housing Authority,
Desert Willow Golf Resort, and Palm Desert Recreational Facilities Corporation for the Fiscal
Year Ending June 30, 2000 (JOINT CONSIDERATION WITH THE PALM DESERT
CITY COUNCIL AND THE PALM DESERT HOUSING AUTHORITY).
Rec: By Minute Motion, approve the subject contract with Diehl, Evans & Company,
LLP/Oscar G. Armijo, CPA, a Joint Venture, Palm Desert, California, for the
auditing services as outlined in the proposal dated February 7, 2000, and authorize
the Mayor/Chairman/Chairman to execute same.
D. REOUEST FOR APPROVAL of Sales Price for Properties Located at 42-662 and
42-740 Rebecca Road.
Rec: By Minute Motion, approve a resale price of $115,000 for each of the above
Agency -owned, single-family residential homes and authorize a silent -second Trust
Deed in an amount not to exceed $22,000 to each of the qualified prospective
buyers, thereby making the home available to families below 80% of the County
median income.
Upon motion by Spiegel, second the Ferguson, the Consent Calendar was approved as presented by
unanimous vote of the Agency Board.

A. REOUEST FOR APPROVAL OF REIMBURSEMENT TO DESERT WILLOW FOR
EXPENDITURES PERFORMED FOR THE AGENCY.
Mr. Ortega noted the report in the packets and offered to answer any questions.
Member Spiegel moved to, by Minute Motion, approve reimbursement to Desert Willow in the
amount of $44,589.36 for services performed for the Agency, appropriating said amount from the
Agency's Unobligated Project Fund. Motion was seconded by Ferguson and carried by unanimous vote.

XV. ADJOURNMENT
Member Spiegel moved to adjourn the meeting at 5:53 p.m. to Closed Session. Motion was
seconded by Kelly and carried by unanimous vote. Chairman Crites reconvened the meeting at 7:05 p. m.
Upon motion by Spiegel, second by Ferguson, and unanimous vote of the Agency Board, Chairman
Crites adjourned the meeting at 7:38 p.m.
