V. ORAL COMMUNICATIONS
MR. CHARLES MARTIN, 73-733 Highway 111, Palm Desert, addressed the City
Council with concerns over the proposed cul de sacs for the Palma Village area,
especially on Alessandro.

FATHER NED REIDY, 73-850 Fairway, Palm Desert, had the same concerns.
MR. PATRICK SWARTHOUT, Public Affairs Manager for The Gas Company,
addressed the City Council to report that customers would have much lower gas
bills this year than they had last year, with projections for a 25% decrease.
MS. KATHLEEN DE ROSA, Cathedral City, on behalf of the City of Cathedral City's
Public Arts Commission, expressed her appreciation for Councilman Crites' and
Community Arts Manager Carolyn Miller's sharing of information on the I-10
interchange artwork project. She reported their meeting was fruitful, and she
emphasized how much the spirit of cooperation was appreciated.
DR. DONNIS THOMPSON, the City's representative to the Joslyn Senior Center,
and MICHAEL ANDELSON, Board Chairman, reported that the Center would be
observing its 20th anniversary and, in celebration of that milestone, would be
holding a luncheon for the Councilmembers and other dignitaries, followed by an
open house at the Center, all on November 7.
MS. JODI RATLIFF, 74-065 Goleta Avenue, Palm Desert, was concerned that she
was never notified of a cul de sac being constructed right in front of her property,
which she felt would impact her residence there.
With Council concurrence, staff was asked to review the requirements for notifying
residents of certain projects that may impact their properties.

C. REQUEST FOR DETERMINATION on Low and Moderate Income Housing
Planning and Administrative Costs for Fiscal Year 2000/01.
Rec: By Minute Motion, determine that planning and administrative
expenses incurred for FY 2001/02 were necessary for the production,
improvement, or preservation of low and moderate income housing.
Upon motion by Spiegel, second by Kelly, the Consent Calendar was approved as
presented by a 5-0 vote of the Agency Board.

XV. ADJOURNMENT
With Agency Board concurrence, Chairman Ferguson adjourned the meeting at
6:45 p.m. to Closed Session. He reconvened the meeting at 7:38 p.m.
