REGULAR PALM DESERT REDEVELOPMENT AGENCY MEETING
THURSDAY, JUNE 13, 2002

Chairman Kelly convened the meeting at 3:02 p.m.

Upon motion by Benson, second by Ferguson, and unanimous vote of the Housing
Authority Board, Chairman Kelly adjourned the meeting to Closed Session at 3:03 p.m.

VI. CONSENT CALENDAR
A. MINUTES of the Regular Meeting of the Redevelopment Agency of May 23,
2002, and the Adjourned Joint Meeting of the City Council and
Redevelopment Agency of May 23, 2002.
Rec: Approve as presented.
This item was approved as presented, with Member Ferguson ABSTAINING
due to his absence from the meetings of May 23.
B. CLAIMS AND DEMANDS AGAINST THE AGENCY TREASURY - Warrant
Nos. 95RDA, 96RDA, 97RDA, 99RDA, 95-Housing, 96-Housing,
97-Housing, 98-Housing, and 99-Housing.
Rec: Approve as presented.
C. CITY/AGENCY PORTFOLIO MANAGEMENT SUMMARIES for the Month
Ending April 30, 2002 (Joint Consideration with the Palm Desert
City Council).
Rec: Receive and file.
D. REQUEST FOR AUTHORIZATION to Advertise and CaII for Bids for
Phase II of the Hovley Gardens Project (40-acre Site Along Merle Street),
Including Tree Removal, Grading, Sewer, Water, Curb, Gutter,
Sidewalk Paving, and Dry Utilities (Contract No. R20190).
Rec: By Minute Motion, authorize the City Clerk to advertise and call for
bids for the subject project.

E. REQUEST FOR APPROVAL, of Contract Amendment No. 1 to Contract
No. R19540 — Architectural Services to Revise Design of the Visitors'
Information Center.
Rec: By Minute Motion: 1) Approve Contract Amendment No. 1 to the
subject contract with Interactive Design Corporation, Palm Springs,
California, in the amount of $27,102 for additional design services;
2) authorize the Director of Finance to set aside an additional $2,710
as contingency (use of contingency requires additional action) —
funds for the contract amendment and contingency are available in
the FY 2001/02 Capital Improvements Fund for the 12-acre project.
Upon motion by Crites, second by Spiegel, the Consent Calendar was approved as
presented by a 5-0 vote, with Member Ferguson ABSTAINING from the vote on Item A due
to his absence from those meetings.

IX. NEW BUSINESS
A. REQUEST FOR APPROVAL OF ACTIONS RELATIVE TO THE
REDEVELOPMENT REVOLVING FUND INTEREST RATES (JOINT
CONSIDERATION WITH THE PALM DESERT CITY COUNCIL).
Councilman/Member Crites moved to waive further reading and adopt: 1) City
Council Resolution No. 02-64, amending Resolution Nos. 93-54, 93-92, 95-15, 97-23,
99-70, 99-114, and 01-94 with respect to the Redevelopment Revolving Fund interest
rates; 2) Redevelopment Agency Resolution No. 448, amending Resolution Nos. 275, 288,
305, 340, 376, 384, and 424 with respect to the Redevelopment Revolving Fund interest
rates. Motion was seconded by Spiegel and carried by a 5-0 vote.

With Agency Board concurrence, Chairman Kelly adjourned the meeting to Closed
Session at 4:42 p.m. He reconvened the meeting at 5:40 p.m., with no action announced
from Closed Session, and immediately adjourned to 2:30 p.m. on Thursday, June 27, 2002,
for a Joint Study Session with the City Council.
