Upon a motion by Ferguson, second by Spiegel, and 4-0 vote of the Agency Board, with Kelly ABSENT, the Consent Calendar was approved as presented. 3 MINUTES PALM DESERT REDEVELOPMENT AGENCY MEETING JANUARY 28, 2010 VII. REQUEST FOR AUTHORIZATION TO NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT WITH THE MOST QUALIFIED ARCHITECT FOR THE DESERT WILLOW KITCHEN AND BUILDING EXPANSION (CONTRACT NO. R29450A). Redevelopment Manager Martin Alvarez stated that on January 15, 2010, the Agency received six proposals for architectural services for the Desert Willow kitchen and building expansion. On January 25, 2010, the top four candidates were interviewed, and a staff report for Council's review was prepared. All the firms interviewed were listed in the staff report, and based on proposals submitted, qualifications, and interviews, staff recommended that the contract be awarded to Melzer Deckert & Ruder Architects in the amount not to exceed $164,000 with a $15,000 reimburseable budget. The proposed revised recommendation is included in Council's packet. He offered to answer any questions. Member Spiegel moved to, by Minute Motion: 1) Authorize the Executive Director to negotiate and execute an agreement with Melzer Deckert & Ruder Architects (MDR), Inc., Irvine, Califomia, for professional services in an amount not to exceed $164,000, with an additional amount not to exceed $15,000 for reimbursable expenses for the Desert Willow Kitchen and Building Expansion Project; 2) approve a 10% contingency of $16,400 (use of contingency requires additional action); 3) appropriate $195,400 from the Unobligated Project Area No. 2 Fund to RDA Post Construction Costs, Account No. 851-4663-454-4001.
