A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM DESERT, CALIFORNIA, ADOPTION OF THE PROCESS
AND PROCEDURES FOR IMPLEMENTATION OF THE FEDERAL
AID URBAN PROGRAM AS AUTHORIZED BY THE FEDERAL
HIGAWAY ACT OF 1973
WHEREAS, the Federal Aid Highway Act of 1973 provides
federal funds for expenditures on Federal Aid Urban Systems
of Highways; and
WHEREAS, the City of Palm Desert would benefit from
utilizing federal money to complete street projects in the
City;
NO�U, THEREFORE, BE IT RESOLVED, that the City of Palm
Desert does hereby adopt the attached �rocess and procedures
for the Federal Aid Urban Program.

A. Project r•,uvi sary Ccr.�r7i ttee �
The Rivers�de County Urban Project Advisory Cormittee of each urban area is '
compcsed of individuals who are fam�liar ���ith highivay development, roads ana
streei ir,�provements, and transit needs in the urban area and shall provide
representation for each Ciiy, the County, transit agency -�f any - and
Caltr�ns. The representative from each agency shali be appointed by its
�ocal governing body.
B. Duties cf the Co�ittee
; 1. 7he Com�ittee sha17 be respons�b]e for:
a. Developing a three-year program for expenditure of Fedzral-Aid

; - Urban Fur,ds apportioned to the urban area #'rom projects furnished

� � by the eligible agencies. The three-year program shall be submiited
" ta Caltrans for approva7.
b. For estab]ishing a priority system for rating projects for the
three-year program.
c. Monitaring the approved programs.
d. Review progress reports from Caltrans and local agencies.
e. Submitting recornmended program revisions as may become necessary.

f. Providing maximum coordination with the long term regional
trans�ortation planning program when�considering projects of
regional significance.
g. lrahing recorrrnendations to Caltrans for changes to the three-year
program necessitated by changes in obligational levels, project
costs, appropriations and priority revisions.
2. Committee members shall �e responsible for notifying appropriate persons
within the agency they represent of submittal dates, deadlines and other ,
requirements of the CorrYnittee. They shall also provide project data
and status reports to the Co�mittee as a whole for projects sp�nsored
by their agency.
C. Federal-Aid Urban Pro.jects
Submittal
Local agencies ti•�ishing to sponsor FAU pro�ects shall be responsible for
submitting the project proposal with informatian sheet completed io the
Project Advisory CoTnittee. T�e project proposal shall be accompanied by a
funding proposal and request for construction from the agencies governing
body by resolution.
Evaluation
Evaluation of FAU projecis v�i7i include, but not be Iimited to:
l. State of readiness of plans and specifications in light of expenditure
deadlines.
2. Areawide and regional significance.
3.� Traffic needs and capacity requirements_of the route proposed for
improvement.

4. Traffic relief to adjacent or parallel routes.
5. Elimination of existing h�azardous conditions.
6. The agencies' capability to fund the pro,iect. ,
7. Coordination �ith existing transportation facilities.
Programming
From the evaluation of project requests, a three-year program for the expendi-

tures of Federal-Aid Urban funds ►��ill be developed and recommended to Caltrans.
The prograrn shall be divided into the follotiving categories of projects:
regior�al highway prajects, transit projects, and local projects. Each project
shall identify the sponsoring agency.
Notification
Each agency that submits a project requesting Federal-Aid Urban funds +nlill
be notified of the status of its request.
0. Federal-Aid Urban Funds
Expenditure
Caltrans shall notify the Committee of all FAU appropriatior made to the urban
area, and shal] notify the Corr�nittee of yearly obligation authority release
for the program.
A guideline for priority changes due to increased cost or obligationa7
deadlines will be incorporated into the three-year program.
E. Modification of these Procedures
These procedures may be modified by the Committee as required to meet the
needs of the FAU program upon request of the State or local agency within
the urban area.
