HomeMy WebLinkAboutCC RES 74-093RESOLUTION N0. 74-93 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, ESTABLISHING AN URBAN BOUNDARY AND A FEDERAL-AID URBAN SYSTEM OF STREETS. WHEREAS, the Congress of the United States has in the Federal-Aid Highway Acts of 1970 and 1973 declared it to be in the national interest for Federal Funds to be expended for projects on the Federal-Aid Urban System within urban areas; and WHEREAS, before such Federal Funds which may be apportioned to the City can be expended, it will be necessary for the City to have an approved Urban Boundary and Federal-Aid Urban System. WHEREAS, a map has been prepared in accordance with appropriate Federal and State rules and procedures showing a pro- posed Urban Boundary and Federal-Aid Urban System. NON, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, as follows: 1. That the Urban Boundary and Federal-Aid Urban System as shown on map submitted by the City Engineer be accepted by this Council. 2. That the above map be submitted to the District Office of the State Department of Transportation to obtain Federal Highway Administration approval. RESOLUTION NO. 74-93 s �.120FF-STREET PARKING AND LOADING REQUIREMENTS � SECTION .Ol INTENT AND PURPOSE T :� The intent and purpose of these regulations are to provide . properly designed parking areas adequate in capacity, location and design to prevent traffic congestion and a shortage of curb spaces in the City of Palm Desert. Off-street �arking facilities shall be provided incidental to new uses and alterations and enlargements of existing uses. The number of parking spaces shall be in proportion to the need created by the particular type of use. Off-street parking and loading areas are to be esta5iished in a manner that will �insure their usefulness, protect public safety, and, where appropriate, buffer surrounding land uses frori their impact. SECTION .02 GENERAL PROVISIt�NS A. Off-street parking shall be provided for any new building constructed and for any new use established; for any addition or enlargement of an existing building.or use; and for any chanc,e in the occupancy o� any building or the manner in �r�hich any use is conducted that would result in additional oarking spaces being required, unless an equivalent substitute number of such spaces is provided and maintained conforming to the requir�nents of this Section. B. When the occupancy or use of any premises is changed to a different use, or is altered, enlarged, expanded or intensified, additionai parking to meet the requirements of this Section shall be provided for the changed, enlar- ged, expanded, altered or intensified portion of the occupancy or use. C. The required parking spaces or garages shall be located on the same building site except as otherwise provided by this Ordinance. Property within the ultimate right- of-way of a street or highway shall not be used to provide required parking or loading facilities. D. Al1 off-street parking spaces and areas required by this Section shall be desianed and maintained to be fully useable for the duration of the use reqc�iring such areas and spaces. E. Except for mobile homes, tandem spaces s�all only be per- mitted for those spaces that exceed the reauirements of this ordinance. 86.1 RESOLUTION NO. 74-'93 � s SECTI�N .03 PARKING DEVELOPMENT STANDARDS Parking areas serving industrial, cc;nmercial, apartment and public or comrunity racility uses shall be subject to the following parking standards: (T) Each off-street parking stall shall consist of a r�ctanguiar area not less than 9 feet wide by 20 feet long except as otherwise provided i� this Section. (2) A minimum of 15 percent of the total off-street parking.area shall be landscaped with a mixture of trees, shrubs, ground cover, other plant materiai and hardscape material. A minimum of one third (1/3) of the required landscaping shall be distributed within the interior of the parking facility and the remaining two thirds (2/3) of the required landscaping shall be provided as peripheral planting on the exterior edges of the parking area. All landscaoe areas shall be well maintained in perpetuity. (3) All off-street parking areas shall be screened to minimize the visual impact on adjacent streets and properties. No parking space shall be located within six (6) teet of any property line. Any ope� areas in the interiors so formed shall be landscaped wiLh appropriate plant materials. (4) Landscaping �iithin the off-street parking areas shall be provided to the extent of at least one (1) fifteen gallon tree per each five parking stalls or their equivalent. (5) Landscape and automatic irrigation system plans, in- cluding the type and location of plant materials, shall be submitted to and approved by the Architectural Review Board either as part of a review process applic- able to the subject property or prior to the issuance of Building Permits if no su�ch review process is required. . Rh_7 RESOLUTION N0. 74-93 � (6) Bumper or tire guards shall be provided along � any property line which abuts a publ�c walkway, Street or alley. (7) Lighting used to illuminate the parking area shall _ be designed and located to confine direct rays to the premises. Light standards shall be a maximum . _ of ten (10) feet in height. � (8) A]1 parking stalls shaTl be cleariy outlined with double or hairvin lines on the surface of the parking facility. ' � (9) Al1 parking stalls and raneuvering areas shall be paved and permanently maintain�d with asphaltic or concrete surfacing. All areas �aithin the �arking area not paved shall be landscaped. (10) parking areas shall be designed to enable a car entering the parking area to move from one location to any other location within the parking area or prenises without e�tering a street. (11) The required parking area shal' not be used for any other use other than the temporary storage of motor vehicles during the time tFat the use requiring the parking is in operation. (12) parking and maneuvering areas shall be so arranged that any vehicle entering a vehicular right-of-way can do so traveling in a forward direction. (13) parking area identification and directional graphics not to exceed two square feet each may be located in any district at the entrance or exit of a parking area. Such notices may contain the name of the owner or occupant of the preperty and any combination of the words and symbols similar to the following: parking, park here, enter here, entrancz, exit, do not enter, stop, private, public, customer only. SECTION .04 SUPPLEMENTAL DEVELOPMENT STANDARDS FOR RESIDENTIAL USES Parking areas serving residential uses shail be subject to the following supple;�ental parking development standards: . 86.3 RESOLUTION NO. 74-93 � (1) Singte Family Residential including convent+onal detached, cluster housing, or condominium: a. �,,o parking spaces for each unit shall be provided ti�ithin a garage or carport. b. , Each space shall contain 10' X 20' of unobstructed area. This require�ent may be met by utilizing the interior demensions of the garage or carport, (2) Multiple Family Residential including apartments or condominiums: a. A minimum of two parking spaces for each unit. ' shall be provided within a garage or a carport for each living unit. b: Parking Development Standards contained in Section .03 of this ordinance shall be applicable. (3) The design of carports and garages shall be subject to the approval of the Architectural Review Board�. SECTION .05 PARKING DESIGN STANDARDS All parking areas serving industrial, commercial, professicnal, apartment and public or community facilities shall be subject to tne following regulations: (1) Access drives leading to aisles within a parking area shail be a minimum width of 20 feet for two way and 12 feet for one way. (2} Where two way traffic is desired, aisle widths and , maneuvering areas shall be a minimum width of 24 feet. (3) A driveway or vehicular accessway from a park+ng area shall have a maximum grade of not more than two percent for a minimum length of 15 feet immediately adjacent to a street right-of-way line. (4� Oriveways a�d vehicular accessways providing access between a street and a parking area or garage area shall be paved, marked and maintained; and they shall have a minimum width of 20 feet for two way traffic and 12 feet for one way t�af`ic. 86.4 0 RESOLUTION N0. 74-93 . All landscape planter beds in interior parking areas shall be not less than 4 feet in width and bordered by a concrete curb not less than 6 inches in height adjacent to the parking surface. b. Landscaped areas shall be distributed throughout the entire parking area as evenly as is appropriate in the design of the parking facility. � c. A sprinkler system shall be installed in a11 landscaped areas to insure the proper maintenance of plant mater- ials. d. Where trees already exist, the parking lot shall be de- signed to make the best use of this existing growth and shade wherever it is reasonably possible. e. Landscaping shall include shrubs, trees, vines, ground covers, hedges, flowers, bark, chips, decorating cin- ders, gravel, and similar material which will improve the appearance of parking areas. SECTION .06 RESIDENTIAL OFr-STREET PARKING SCHEDULE In any district where a residential use is permitted, off-street parking for residential uses shall be in conformity with the follow- �ng requirements unless otherwise specified in any approved Planned Development District: (1) Single Family Parkino Requirements (conventional de- tached, or mobile homes. T�ao parking spaces per dwelling unit shall be required. (2) Apartment Parking Space Requirements: a. Studio, one bedroom 2.0 per unit Two bedroom or larger �units 2.0 per unit b. Condominium or cluster units 2.5 per unit 86.5 RESOLUTION N0. 74-93 SECTION .07 COr�1ERCIAL A�'D INDUSTRIAL OFF-STREET PARKING SCHEDULE The following land uses shall provide off-street parking in conformity with the following requirements unless otherwise specified in any approved "PC" District. USE A. Commercial and Industrial Uses: (1) Automobile washing and �leaning establishments, except self-service. (2) Barber shops or beauty parlors. Manufacturing Plants and Kindred Uses: (1) Industrial uses of all types except a building used exclusively for warehouse p�rposes. (4) Public utility facilities including, but not limited to Electric, Gas, Water, Telephone and Telegraph facilities not having business offices on the premises. � MINIMUM PARKING STALLS REQUIRED 1 for each 150 square feet of gross floor area. Func's placed into the Off Street Parking Funa oursuant to the provisions of this section shall be used exciusively for the purpose of acquiring and developing off street parking facilities, limited insofar as practicable to the general vicinity of the premises for which the in-lieu payments were made.
