HomeMy WebLinkAboutCC RES 75-035RESOLUTION NO. 75-35 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALn4 DESERT, CALIFORNIA, RERUESTING THE GOVERNOR TO DESIG- NATE RIVERSIDE COUNTY AS HEALTH SERVICE AREA UNDER PL 93-641. WHEREAS, the first step in implementing the Health Planning and Resources Development Act of 1974 (PL 93-641) is the designation of Health Service Areas based on the recommendations of the Governor of each state, and ti9HEREAS, the State Advisory Health Council of the State of California has been requested to make recommendations to the Governor of this state regarding the designation of said Health Service Areas, and �NHEREAS, the Board of Supervisors of the County of Riverside has unanimously voted to request the designation of Riverside County as a single-county Health Service Area, and WHEREAS, the Riverside County A4edical Association, the Hospital Administrators Association of Riverside County and many other organizations and individuals within the County have joined in unanimous support of this single-county Health Service Area, and LVHEREAS, Riverside County as a Health Service Area meets all of the requirements of PL 93-641 and the Guidelines of the Department of Health, Education and Welfare for Health Service Areas other than a requirement concerning Standard P,4etropolitan Statistical Areas, which may be waived pursuant to PL 93-641, under criteria which Riverside County meets, and �VHEREAS, the Advisory Health Council on April 11, 1975, voted to include Riverside County with San Bernardino, Inyo and Mono Counties in one very large Health Service Area, but unanimously approved, as an alternate, the designation of Riverside County as a Health Service Area, and �UHEREAS, the Advisory Health Council has recommended a similar ��aiver in the Bay area of this State and has further recommended that three counties in the State be designated as single-county Health Service Areas, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm Desert respectfully recommends and strongly urges that Governor Edmund G. Brown, Jr., cause Riverside County to be designated a Health Service Area under the provisions of PL 93-641. Hurlburt, City Manager r"j"����SCr� ��TyN� Prickley Pear Plaza �L Palm Desert, California 92260 Re• Designation of Riverside County as a Health Service Area under Public Law 93-641 Dear Harvey: Attached is a copy of Resolution 75-144 adopted by the Board of Supervisors last Tuesday, respectfully recommending and urging Governor Brown to cause Riverside County to be designated a Health Service Area under the provisions of PL 93-641. The Governor has until May 3rd to make his recommenda- tions on the boundaries of Health Service Areas to the Secre- tary, HEW. The State Advisory Health Council has made its primary recommendation to include Riverside County with San Bernardino, Inyo and Mono in one very large Health Service Area. However, the Council is recommending as an alterna.te the designation of Riverside County alone as a Health Service Area. The Board of Supervisors is of the opinion that we in this county can be more effective in the areas of health planning and the delivery of health care services than if we were included with the other three counties. We urge that, if possible, your City Council adopt a si.milar resolution supporting the Board of Supervisors' posi- tion and immediately notify Governor Brown of this action.
