� A RESOLUTION OF TNE CITY COU;VCIL OF THE CITY OF
3 PAI.1t DESERT� CALIF`aRNIA, OPPOSING TNE RF.DISTRI-
BUTION OF SALBS TAX REVENUES O:� THE BASIS Ofi
POPULATION
1fHEREA3� statutory authority to levy a sales tax was authorized
to the cities ot California in 1948 to provide said cities aith new
rei•eoues and to relieve the property owner of qreater tax burden; and
IfHEREA3, said authorlty was revised tn 1955 to provide state-
ride uniformity ia administration of the tax; and
RHEREAS, the present method of allocatfn� sales tax revenues
to cities is based upon a percentaqe of the �ross receipts of all
retail sales within a city; and
ifHEREA3� some cities in California have by their o�rn choice
restricted their ability to collect sales tax re�•enue by concentratin�
their land development into esthetically desirable residential u5es;
ind
;� I�HEREAS, other cities in the State hare �•oluptaril �
the develo 3 perroitted
�pment of commercial land uses schich generate sales tax revenue,
but xhich create significant additional costs and problems to the city;
and
1PHEREAS, an effort is nvw being made to persuade the State
Legislature to institute a reform in the distributic�n of sales tax
re�enue throuqh a per capita formula; and
,� 1�HEREAS� such a per capita distribution xould be qrossly
unfair to cities such as Palm Desert which contains major cartgnercial
facilitfes that serve not just the Cit�'s oa�n citizens but also those
of nearby corrnnunities as well.
� NOIi. TfiEREFORE, BE IT RESOLVED, that the City Council of the
,p City of Palm Desert is opposed to an3 chan�e in the Local Sales and
,� Cse Tax Law �vhich would redistribute sales tax re�•enues on the basis
af population.

� BE IT FURTHER RESOLVED that copies of this resolution be
sent to appropriate Corm�ittees of the State Legislature. to all
"� California Cities, t6e League of California Cities and other key
� officials and organizations.
