In no event shall City exceed the expenditure limits set forth in this paragraph 2 without the prior Mritten concurrence of Agency. Further, City shall not be obifgated to expend any anpunts described in paragraph 2 unless it receives assurances in rrt-itiny fro�a Agency that City, within ninety days after making such expenditures on behalf of Agency, w111 be reinibursed by Agency for the su�a so expended.
