NOM. THEREFORE. BE IT RESOLYED that the Council of the City of Palm Desert. Ca ifornla, hereby ffnds and determines that the public necessity. health, safety. and welfare require the rernoval of poles. ovefiead wires and associated structures. in actordance ►+ith Rule 20-B for the follawing reaso s: 1. Such unAergrounding will eliminate an unusually heavy concentration of orerfiead elect ic facilities located mid-May between El Paseo and Highway 111. 2. Suth undergrounding Mill etiminate numerous poles and overhead facilities along the mid-block alley and across El Paseo which are rights-of-way extensively used by the 9eneral public and which carry heavy volumes of pedest ian and vehicular traffic. 3. Such underg ounding will occu in the main comnercial area of Palm Desert +hich is an impo tant area of civic concern. 4. Suth undergroundi g will occur within the oundaries of Palm Desert Redevelopment Project Area No. 1 and is therefore an area of unusual aesthetic and scenic interest to the general public and is an impor- tant prerequiSite to the im lementatio of the Redevelopment Project. 5. The City's participatio financially in the proposed Aistrict is justified 1n that saiA lines do cross a public street ►rhlch is the responsibilitr of the City; and further, the general public Kill benefit fran the re qval of the orefiead facilities to a sufficient extent that the Council believes that the Litr should pa ticipate in the dittrict. RESOIYED. FURTHER. that the unAerground installation of wires and facilities for supplyiog electric, tormhmicatio , or similar or associated service on the described area is hereby established as Under9round Utility District No. 4. RESOLYED, FURTHER, that all poles. overhead v+ires and associated overi ead structures shall be re aoved and underground installations made in said underground utility district within the folloNing tines: a.
