TT 12181-1 The northern portion of APN 621-360-004 �YIiEREAS, said application has complied with the requirements of the "City of Palm Desert Environmental Quality Procedure Resolution i�o. 78-32," in that the Director of Environmental Services has deter- mined that the project would not have a significant impact on the en- vironment and the appeal period did expire; and, ti9HEREA.S, the City Council did take into consideration the Tenta- tive P,4ap as submitted, and the reports of the various reviewing agencies; and, �9HEREAS, the City Council did find that the subject Tentative �Iap limited to 31 lots does substantially comply with Chapter 26 of the City of Palm Desert r2unicipal Code, and the State of California Subdivision P;�ap Act , as amended ; tVHEREAS, the City Council did find that the subject Tentative r4ap does comply with the adopted General Plan and the Palm Desert Zoning Ordinance. That the above recitations are true and correct and constitute the findings of the Council in this case; 2. Cor;zplete plans and specifications shall be submitted as required by Ordinance to the Director of Public Z�'orks for checking and approval before construction of any improvements is commencecl. The sub- divider shall submit "as-buili" plans prior to acceptance of the subdivision improvements by the City. 9. In order to maintain reasonable fire protection during the construc- tion period, the subdivider shall maintain passable vehicular access to all buildinbs. An adequate nur�ber of fire hydrants �vith the re- quired fire flows shall be installed as recommended by the Fire llar- shal. _ M�i� 11. All requirements of the City Fire b4arshal shall be met as a part of the development of this tract per attached memorandum. Drainage shall be subject to approval of the Director of Public iVorks. Applicant shall provide enpineered data as requested.. 12. The total number of lots shall be limited to 31 -- 10,000 sq. ft. lots. 13. The applicant shall have twelve (12) months from the date of the approval or conditional approval of the tentative map for filing of the final map unless an extension of time of up to eighteen (18) months is granted by a Resolution of the City Council. 14. Install a water system capable of delivering 2500 GPM fire flo�r from any fire hydrant for a two hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the suppiy main from which the flow is measured at the time of measurement. 2. Install Riverside County super fire hydrants located at each street inter- section (a) but not greater than 500 feet apart in any direction. A. Exterior surface of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted green. B. Prior to recordation of the final map, the developer shall furnish the origi- nal and three (3) copies of the water system plan to the Fire Marshal for review. 4. The water system plan shall be signed by a registered c�vil engineer and approved by the water company, with �he follo��ing certification: "I certify that the design of the water system in Tract No. 12181-1 is in accordance with the requirements prescribed by the Fire Marshal." Upon approval, the original plan will be returned to the developer. Page Three 15. The applicant shall pay the required fee into the City's Planned Drainage Facilities Fund in an amount to be determined under the provisions of Ordinance No. 175. Special Conditions: l. Sidewalks shall be provided on all public streets to City Standards. 2. A concrete block wall, 6 feet in height shall be required along the Portola Frontage. 3. No ingress or egress to any of the lots shall be provided from Portola Avenue. 4. Traffic safety lighting shall be installed in accordance with the approval of the Director of Publ ic �9orks . 5. Applicant shall make a$50 per unit contribution to��ards the City's Signalization Fund. 6. The proposed grading shall be revised to reflect the City minimum of 0.4%. 7. All lots abutting Portola Avenue shall have a minimum depth of 110 ft. 8. A block wall 6 ft. in height shall be provided on the north and west boundary lines of the subdivision. An acceptable alternative for the west boundary may be permitted if approved through the Design Review Process. -� -
