BY THE CITY OF PALP.4 D�S�RT I�T TIIE D�VELOnP�ENT OF

�VIiERrAa, the Citi.es of the Coachella Valle,y and the County
of �,iverside, through the Coachella Valley Association of rovernments
:Iave collectively determined that it would be beneficial to all con-
cerned to develop a P.iaster Environmental Assessment ��hich could be
used in the nlanning Process; and
�9HERE�S, Such an Assessment would evaluate Valley-�vide de-
velopment patterns, general plan capacities and growth mana�ement
strategies, provide various growth and development alternatives-and
present sug�ested policies and administrative guidelines for Coachella
Valley Cities and the Count,y of �,i.verside to consider in their plannin�;
and a.pproval of pro.jects in the future; and
�'niER�AS, Specifically, the "4aster Environmental Assessment
�vould identif�� and organize environmental information into a refer-
ence document allowing for focused/specialized Environmental Impact
Reports and a process for rapid, comprehensive, detailed Environmental
AsSessmc�nts of individual projects; and
Z9HERE�S, it is expected that the availabilit�� of a Coachella
Vall.e,y Pe�ional �.iaster �nvironmeni:al Assessment �vill assist public
a�;encies in fulfillin� environmental La�v re�uirements within a com-
pressed time frame, cYill reduce ��ublic and private manno�ver costs,
«�ill reduce time in review of environmental documents and �.vill provide
better evaluation of alternatives and the �ro�.vth inducing, re�ionally
si�nificant and cumulative effects of future developments.

SECTION l. mrrough the Coachella Valley Association of ��overn-
ments, the Citv of nalm Desert a�rees to narticipa.te
with the other Coachella Valley Cities and the
Countv of Riverside in the preparation of a?�aster
�nvironmental �lssessment.
S�CTIO'� 2. The pro-rata share of funds to be committed by the
rit,y of Palm Desert is e�nected to be be�;�veen
='17,025 and �2�,375, and the e�;act amount, �vhich
�vill be determined after the Coachella `'alley
Association of �Tovernments selects an appropriate
�.~�d �ualified consulting firm to complete this
nroject, are hereY�,y pledged to CVAG for the
pur,�oses of administerin�; and managing the devel-
opm�nt of the "�aster Environmental ll�ses�ment, pro-
vicled the amount re�uired of the Citv of P�lm Desert
fa�.ls `�rithin the range snecified a>>o��e.
S�CTION 3. jV'hile the amount of funds referenced ab�ve ��•i7.1 be
nee�ed for the establishment of a'4aster Environ-
mental Assessment Process in the Coachella Valley,
it is exnected that an,y funds derived from the
"on-line" operation of the Assessr;7ent Proc.ess will
be ac?r7inistered by the Coachella Vallev Association
of �7�vernments and u�ed for the care and updati.ng
of the Assessment Svstem and thereafter allocated
by the �xecutive C�mr.littee of the Coach�lla �'allev

Association of Governments to which the City of Palm
Desert is a votinc; memb�r.
SECTION 4.
That if parti.cipation bv other CVA�7 Cities in the rnviron-
mental assessment is such that Palm Desert's contribution
is changed substa.ntially, the City of Pal.r7 nesert retains
the right to reconsider its participation.
