HomeMy WebLinkAboutCC RES 78-039RESOLUTION N0. 78-39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALf� DESERT, CALIFORNIA, DECLARING ITS I��TENTION TO CREATE A STREET LIGHTING DISTRICT IN THE PORTION OF THE CITY OF PALM DESERT, CALIFORNIA (STREET LIGHTING DISTRICT N0. 1- 1978) The City Council of the City of Palm Desert, California, DOES HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER as follows: SECTION 1: That the public interest and convenience require, and it is the intention of the City Council to order, the creation of a new Street Lighting Dis- trict within the City of Palm Desert, California, in accordance with the report of the City Engineer dated March 9, 1978, and filed in the Office of the City Clerk, and in accordance with the map attached hereto. SECTION 2: The public ways to be lighted within the Street Lighting Dis- trict to be created are described as follows: Primrose Drive Desert Star Boulevard Wanda Cir�le Palmilla Circle Myrsine Avenue Gazania Place Rutledge Avenue Buttonwoor Drive Silk Tree Lane Santolina Drive Alsam Lane Erin Street SECTION 3: The lighting systems to be maintained may generally be described as follows: That system shal7 consist of approximately 23 street lighting poles equipped with high pressure sodium vapor lamps. The electrical energy shall be supplied by Southern California Edison through underground cables and transformers. 7he location of said poles is shown on the map on file and the report of the City Engineer attached hereto. Said operation and maintenance shall consist of said electric power, repairs, replacements, and any other items necessary for the proper maintenance and operation of the system. SECTION 4: An estimate of costs and necessary power is stated as follows: The cost of maintenance of all the lighting systems for the first year of operation is estimated at 51,500.00. The estimated cost of operation per year for 23 - 5800 lumen high pressure sodium vapor lamps is $2,245.00 at current rates. SECTION 5: Boundary Description: The boundaries of the proposed Street Lighting Qistrict are as set forth in the map attached hereto. 78-39 0 s SECTION 6: Duration: The new Street Lighting District to be created in accordance with this resolution of intention shall be maintained and operated for the maximum amount of time permitted by California law, but not to exceed five years. SECTION 7: The City Council of the City of Palm Desert, California, has hereby set the llth day of M�, 1978, at 7:00 p.m. in the Council Chambers at the City Hall, located at 45-275 Prickly Pear Lane, Palm Desert, California, as the time and place for hearing protest to the proposed improvement. SECTION 8: The C�ty Clerk is hereby authorized and directed to give notice of the time and place of the hearing at the time, and in the form and manner pre- scribed by law. DEFIP�ITION: CITY - includes all corporation organized and existing for municinal purooses. ST�EET LIGHT SYSTEM - includes any or all ap�liances, ooles, posts, pioes, conduits, lamns and other necessary works or appliances used for street lighting ourposes. MAII��TATNING AND OPERATING - or any of its variants, when used with relation to a street lighting system, includes the cost of necessary repairs, replacements, fuel, power and all other items necessary for the proper maintenance and o�eration of a street lighting system. PUQLIC �11AY - Includes all public highway, roads, streets, avenues, boulevards, alleys, oarkways and other right-of-tva.y of the public within the City. SERVICE AREA: The area to be benefited by the street lighting district is as sho�vn on the attached mao marked Exhibit "A" and labeled Tract �do. 8237. The public ways to be lighted within the lighting district are: Primrose Drive, Desert Star Blvd., Wanda Circle, Palmilla Circle, ��lyrsine Avenue., Gazania Place, Rutledge Avenue., Buttonwoor Drive, Silk Tree Lane, Santolina Drive, Alsam Lane, and Erin Street. In addition the maintenance and operation system would include repairs, replacements and any other items necessary for the proper maintenance and operation of the system. Location of the poles are as shown on the attached drawing marked Exhibit "A". MAINTENANCE AND OPERATION ITEMS: The street lighting district shall provide or cause to be provided the operating electrical energy, maintenance of the supporting poles, lighting fixtures and the sodium vapor lamps. ESTIMATED COST: The cost of Maintenance of the light system for the first year of operation is estimated to be $1500.00. The estimated cost of opera- tion per year for 23 - 5800 lumen high pressure sodium vapor lamps is $2,245.00 at todays rates. 7he estimated cost involved within the proposed district are to be borne equally by all lots as delineated on the Exhibit "A" excepting therefrom Lot. No. 173.
