A RESOLUTION OF THE CITY COUf�CIL OF THE CITY OF PALM
DESERT, CALIFORNIA, ESTABLISHING A PALM DESERT CITIZC"JS'
RECREATION ADVISORY COMMITTEE.
WHEREAS, the effectiveness of local government in meeting new community needs
in changing times depends upon the active participation of citizens and upon their
i knowledge and understanding of programs being undertaken; and
! WHEREAS, there is need to establish a means for wider citizen participation
� in the processes of local government, for study of problems and opportunities relating
to the future development and well-being of the community, and for application of
community talents to community problems; and
WHEREAS, a Citizens' Recreation Advisory Committee could and would, for
the purpose of recreational activities, provide communication between the citizens
of the entire community and aid in establishing desirable goals for development of
recreational programs and facilities for the community as a whole.
NOW, THEREFORE, the City Council of the City of Palm Desert, California,
DOES HEREBY RESOLVE as follows:
SECTION 1: That there is hereby established in the City of Palm Desert,
California, a Citizens' Recreation Advisory Committee to be known as the Palm
Desert Citizens' Recreation Advisory Committee. The Mayor of the City of Palm
Desert will be and is hereby authorized to appoint members thereto, subject to
confirmation by the City Council.
SECTION 2: The Palm Desert Citizens' Recreation Advisory Committee shall
consist of nat more than 15 members.
SECTION 3: FUNCTIONS
A) To serve in an advisory capacity to the Palm Desert Parks and Recreation
Commission and the City Council on matters relating to recreation, but not to supplant
the functions of existing boards, agencies, commissions, or committees.
B} To serve as a medium for applying private and public resources of the
community in the identification of community recreational needs.
C) To assist in achieving wide public understanding of community recreational
goals and implementation of those goals through community planning.
SECTION 4: ORGANIZATION
The Palm Desert Citizens' Recreation Advisory Committee shall establish
its rules and procedures not inconsistent with the intent of this resolution and
may determine terms of inembers, officers, and such other organizational matters
as may be necessary.
SECTION 5: MEETINGS
The Palm Desert Citizens' Recreation Advisory Committee shall hold at least
one meeting in each month of the calendar year. It should be arranged, noticed, and
scheduled at the discretion of said committee.
SECTION 6: CITY TO PROVIDE ASSISTANCE
The City of Palm Desert, through the City Manager, shall provide the Palm
Desert Citizens' Recreation Advisory Committee with such professional clerical assis-
tance as may be necessary within reasonable limits on the allocation of officials
and employees involved. Appropriations for necessary supplies, materials, and
other operating expenses may be made from time to time by the City Council.

SECTION 7: TERMINATION
The City Council may terminate the Palm Desert Citizens' Recreation
Advisory Committee by rescinding this resolution and all authority granted thereby,
whenever it shall deem advisable to do so.
PASSED, APPROVED, and ADOPTED this 29th day of June, 1978, by the City
Council of the City of Palm Desert, California, by the following vote, to wit:
