A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, APPROVING A TENTATIVE TRACT MAP
TO ALLOW A 1173 LOT SUBDIVISION FOR CONDOMINIUM PUR-
POSES.
CASE N0. TT 15000
WHEREAS, the City Council of the City of Palm Desert, California,
did on the � 7rh day of , 1979, hold a duly noticed Public
Hearing to consider the re uest o PACIFIC COAST BUILDERS for approval of
a Tentative Tract Map to create a 1i73 lot subdivision for condominium and
golf course purposes on approximately 404 gross acres within the PR-3, S.P.
(U.A.) (Planned Residential, max. 3 d.u./ac., Scenic Preservation Overlay,
Upon Annexation) zone generally located on the northeast corner of Cook Street
and Country CTub Drive, more pariicularly described as:

WHEREAS, the Planning Commission, by Resolution No 526, has recom-
mended approval subject to conditions; and
WHERFAS, said application has comp7ied with the requirements of the
"City of Palm Desert Environmental Quality Procedure Resolution No. 78-32", in
that the subject project has not been found to present an adverse impact on
the environment and a Negative Declaration has been prepared.
41HEREAS, at said Public Hearing, upon hearing and considering all
testimony and arguments, if any, of all persons desiring to be heard, said
City Council did find the following facts and reasons to exist to recommend
approval of the Tentative Tract Map:
1. The subject Tentative Map does substantially comply with
Chapter 26 of the City of Palm Desert Municipal Code, and
the State of California Subdivision Map Act, as amended.
2. The subject Tentative Map does comply with the adopted
General Plan and the Palm Desert Zoning Ordinance.
3. The site is physically suitable for the type of development
proposed.
4. The design of the subdivision and the proposed improvements
are not likely to cause substantial environmental damage or
, serious hea]th problems.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the,City of
Palm Desert, as follows:
1. That the above recitations are true and correct and con-
stitute the findings of the Counci7 in this case.
; 2. That it does hereby approve the above described Tentative Map
No. TT 15000 for the reasons set forth in this Resolution and
subject to the attached conditions.
FURTHtR, BE IT RESOLVED that the recommended conditions of approval
do include a requirement that the applicant pay in-lieu fees to comply with the
requirements of Article 26.48 of the City of Palm Desert Subdivision Ordinance
In return, the City Council agrees to use said fees for park purposes in con-
formance with an adopted master plan, within five (5) years of the recordation
of the final map.

14. The water system shall be signed by a registered civil engineer and
approved by the water company, ��ith the follo�ving certification: "I
certify that the design of the water system of Tract �Jo. 15000 is in
accordance ti•rith the requirements prescribed by the City Fire htarshal."
15. Drainage shall be subject to approval of the Cit� Engineer. Applicant
shall provide engineered data as requested.
16. Al1 private streets shall be inspected by the Engineering Department
and a Standard Inspection Fee shall be paid.
17. All requirements of the Planning Commission action on the Develop�en�
Plan 09-79 shall be met as a part of the development of this tract.
18. The total number of lots shall be limited to 1111 for condominium unit
purposes, and other lots for open space and recreation purposes as
deemed necessary.
19. The applicant shall have t�velve (12) months from the date of the
approval or conditional approval of the tentative map for filing
of the final map unless an extension of time of up to eighteen (18)
months is granted by a Resolution of the City Council.
20. Drainage and Signalization Fund contributions as required by City
Ordinance shall be made prior to recordation of the Final P�iap.
21. Deve]oper shall pay in-lieu fees for park and recreation purposes
to comply with the requirements of Article 26.48 of the City of
Palm Desert Subdivision Ordinance.
SPECIAL CO?�DITIOPlS:
1. A minimum 100 year storm shall be retained on site, the design of
retention areas is subject to the approval of the Director of Public

Subdivider shall pay $55,550 into the Signalization Fund, and $�04,000
into the Drainage Fund of the City of Palm Desert.
Subdivider shall provide adjzcent right of �•�ay improvements to Country
Club Drive, Cook Street, and Frank Sinatra Drive; as folloti•�s:
Dedication and improvement of a 55 ft. half street;
' containing one-half of ultimate 12 ft. wide raised
center median; turn lanes as required; 32 ft. travel
lane; 22 ft. public oarE;t•�ay in conjunction �vith 20 `t.
public access easement developed with an 8 ft. wide
meandaring pedestrian/bike path, ornamental landscaping,
and tract boundary t•�all.
4. Provide secondary resident entrance to Fran4: Sinatra Drive, in lieu
of emergency access sho�:m.
5. Provide 1eft turn lane for all tract entrances.
6. Provide safety street lighting for each tract entrance.
7. Provide ninir�um 6 ft. high solid masonary 1•,all around trac� (exce�t
for ap�roved openings), as approved throu5f� the Design P,evie:r process.

STAP�DARD CONDITIO�IS OF APPROVAL
CASE N0. TENTATIVE TRACT 15000
1. The development of the property described herein shall be subject to
the restrictions and limitations set forth herein which are in addition
to all the requirements, limitations, and restrictions of all municipal
ordinances and State and Federal statutes now in force, or which here-
after may be in force.
2. Full public improvements including traffic safety lighting as required
by Ordinance and the City Engineer shall be installed in accordance
�•�i th Ci ty standards .
3. Prior to submittal of the Final Map, the applicant shall provide the
Department of Environmental Services with a list of proposed street
names with at least three alternatives. The approval of the final
street name shall be made by the Director of Environmental Services.
4. Access rights. to Country Club Drive, Cook Street, and Frank Sinatra
Drive (except for openings approved in Case No. DP 09-79) shall be
ofrered to the City as a dedication on the Final Map.
5. The C.C. & R.'s for this development shall be submitted to the City
Engineer for review and approval prior to the issuance of any building
permits. Prior to recordation of the final subdivision map, the applicant
shall submit to the City Engineer:
a. The document to convey title.
b. Covenants and restrictions to be recorded.
c. f�lanagement and maintenance agreement to be entered into
with the owners of the units of the project. �
6. Improvement plans for water and se�•�er systems shall meet the requirements
ofi the respective service districts.
7. Area shall be annexed to appropriate Improvement Districts having juris-
diction over the subject area.
8. All dedicated land and/or easements required by this approval shall be
granted to the City of Palm Desert, without cost to the City and tree
of all liens and encumbrances.
9. All on-site utilities, including cable TV, shall be placed underground
and shall be completely concealed from vie�� except certain appurtenances
as may be approved by the Director of Environmental Services.
10. Complete plans and specifications shall be submitted as required by
�rdinance to the City Engineer for checking and approval before con-
struction of any improvements is commenced. The subdivider shall
submit "as-built" plans prior to acceptance of the subdivision improve-
ments by the City. •
11. In order to maintain reasonable fire protection during the construction
period, the subdivider shall maintain passable vehicular access to all
buildings. An adequate number of fire hydrants a�ith required fire flot•�s
shall be installed as recommended by the Fire Marshal.
12. Prior tp recordation of the Final h1ap, the developer shall furnish the
original and three (3) copies of the 4iater system plan to the Fire �•larshal
for review.
13. All requirements of the City Fire ��arshal from his letter of August 14,
1979 shall be met as a part of the development of this tract, except for
item no. 7, which shall be limited to the loop str�et which shall
be a minimum of 40 ft. in width.

It is our recommendation that this project be denied until such time that a manned
fire station is in service in this area. This project is outside of our 5 minute
response area. A development of this size will cause substantial impact on our
already overtaxed fire protection system. If, ho��,ever, �he oroject is approved,
the follo�•ring requirements will apply.
Prior to construction of any of the �roposed buildings, the follotiaina c�nditions
must be met:
1. Install a water system caoable of delivering 2500 GP�•1 fire flo�� for a t�•ro (2)
hour duration in addition to domestic or other supply. The computation shall
he based upon a minimum of 20 psi residual operating pressure in the suoply
main from �rhich the flo�� is measured at the time of ineasurement. •
' 2 Install Riverside County super fire h�drants so that no point of any building

I is more than 250 feet from a fire hydrant measured along approved vehicular
travel ways.
A. Nydrants shall not be located closer than 25 feet to any building.
B. Exterior surfaces of hydrant barrels and heads sha11 be painted chrome yellow,
and the tops and nozzle caps shall be painted green.-
C. Cur s(if installed), shall be painted red_15 feet in either direction from
eac� hydrant.
5. Prior to delivery of cor�5ustible r.�aterials to the building site, the required
t��ater syster� shall be installed, o�erating and delivering tiie required flo�:�.

3. Prior to issuance of a building permit, the developer shall furnish the oriqinal
and three (3} copies of the ►�:ater system plan to the Fire hlarshal for revie�•�.
Upon approval, one copy aiill be sent to the Cuildina Department, and the oric�i-
nal will be returned to the developer.
4. The ��ater system plan sha11 be signed by a registered civil engineer, and aooroved
by the 4rater company, ��ith the follot•�ing certification: "I certify that the
design of the water system in Case "lumber DP 09-79 is in accordar,ce �•,ith the
requirements prescribed by the Fire �•tarshal."

8. A final map shall not be accepted for filing until the Design
Review process has been completed; the map shall be adjusted
to correspond to that approval and submitted to the Qirector
of Environmental Services for a determination of compliance.
9. Prior to approval of a Final Map phase involving the completion
of 50°a of the project, the subdivider sha11 at the request of
the City, dedicate 1.5 acres to the City for use as a fire
station site. This dedication shall not be required if other
property in the immediate vicinity of the subject tract has
already been made available.

6. The long cul-de-sac in the center of the project must be eliminated or alter-
nate access provided. •
7. Increase interior street widths to 36'.
8. Fire flo�,! requirements for the clubhouse will be established at a later date
as delailed plans are received.
