HomeMy WebLinkAboutCC RES 81-139RESOLUTION N0. 81-139 A RESOLU7ION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, CERTIFYING ENVIRONMENTAL IMPACT REPORT EIR 81-1 FOR A PROJECT DESCRIBED AS THE PROPOSED DEVELOPMENT OF A CIVIC CENTER COMPLEX AS MEETING THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT, STATE AND LOCAL GUIDELINES FOR THE PREPARATION OF ENVIRONMENTAL IMPACT REPORTS. WHEREAS, the City Council of the City of Palm Desert is the lead agency pursuant to California Environmental Quality Act Section 15030 for this project being the development of the Civic Center Complex; and WHEREAS, the City Council of the City of Palm Desert, California, did on the 22nd day of October, 1981, hold a duly noticed Public Hearing to consider certification of a final Environmental Impact Report, herein after referred to as Environmental Impact Report 81-1, for a project commonly referred to as the Civic Center Complex; and WNEREAS, the City Council did receive and review copies of Environ- mental Impact Report 81-1; and WHEREAS the City Council did receive and review copies of all written comments on the Draft Environmental Impact Report and responses thereto; and WHEREAS, at the said Public Hearing, the City Council did hear and consider a11 oral comments on the Draft Environmental Impact Report and responses thereto; and WHEREAS, the following potential Environmental Impacts and Mitigation Measures were identified either within Environmental Impact Report 81-1, or testi- mony, or comments and responses�pertaining to Environmental Impact Report 81-1: IMPACT 1. Drainage: Increase in surface runoff. Z. Climate: Generation of dust during construction. MITIGATION MEASURES Drainage: Installation of 44th Avenue drain, per Master Drainage P1an. Placing Civic Center 18 inches above street grade. Compliance with appropriate local ordinances. Climate: Water site to minimize dust. 3. General Land Use: Possible land use incompatibility. 4. Circulation: Potential traffic conflicts. Increase in area's traffic noise. Increase in traffic in immediate area. General Land Use: Compliance with appropriate local ordinances. Circulation: Widen 44th Avenue and San Pablo Avenue per General Plan guidelines. , � Install traffic signal at 44th Avenue and San Pablo. Provide bike paths and bicycle faci- lities. Provide bus stop areas, if designated by Sunline. WHEREAS, said Environmental Impact Report 81-1 concludes that the project described as the Civic Center Complex will not have a significant adverse impact on the environment. RESOLUTION N0. 81-139 PAGE TWO NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, as follows: l. That the above recitations are true and correct and constitute the findings of the Council in this matter. 2. The Council does hereby certify the final Environmental Impact Report Text has been completed in compliance with the California Environmental Quality Act of 1970 as amended; and, State and City guidelines implementing � said act, with the final Environmental Impact Report to include the following: 1. The Draft Environmental Impact Report 81-1, text. 2. The written comments received on the Draft Environ- mental Report. 3. The list of persons and agencies commenting on the Draft Environmental Impact Report. 4. The authorized response to the written and oral comments. 5. The minutes of the City Council meeting of October 22, 1981; and BE IT FURTHER RESOLUED that the mitigation measures referred to in the Draft Environmental Impact Report and previously herein are hereby adopted for implementation as a part of the working drawings.
