A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, REQUESTING CONSIDERATION OF LOCAL FLOOD PROBLEMS
BY THE COUNTY OF RIVERSIDE WITH REGARD TO THE RANCHO BELLA
VISTA DEVELOPMENT.
WHEREAS, a development project known as Rancho Bella Vista is being
considered by the County of Riverside; and
WHEREAS, said project lies west o£ State Highway 74 and is contiguous
to the southerly City Limits of the City of Palm Desert; and
WHEREAS, the Iocation of said proje�t is strategic with regard to
flood protection for the Cities of Pa1m Desert and Indian We11s in that
not only does it form a considerable watershed area of its own, but
occupies an area across which the future Palm Valley Channel must traverse;
and
WHEREAS, said channel is a primary feature of flood control plans of
the Coachella Valley Water District and the U. S. Army Corps of En�ineers;

WHEREAS, existing sections of the Palm Valley Channel experienced
serious flooding and overflow which resulted in high property dama�e
during the storms of September, 1976, and July, 1979; and

WHEREAS, any added flow down the Palm Valley Channel will serve to
further aggravate the risk of similar flooding, with accompanying property
damage and risk of injury and death; and
WHEREAS, the Cities of Palm Desert and Indian Wells, and the Coachella
Valley Water District have committed themselves to a program to permanently
solve regional flood control pxoblems by approving a plan which features
the full Palm Valley Channel, as well as other needed facilities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Palm Desert, California, that the Riverside County Planning Department,
the Riverside County Planning Commission, and the Riverside County Board
of Supervisors are hereby requested to be fully cognizant of the tremen-
dous strategic importance of the Rancho Bella Vista site in that it con-
stitutes what may be the final hope for solving regional flooding problems.
BE IT FURTHER RESOLVED that the County be requested not to give
approval to the project until and unless the developer has made satis-
factory commitments to the County, the two cities, and the Coachella
Valley Water District so that:
1. The location of the right-of-way for future channel require-
ments is determined now, through a detailed engineering design
study.
2. The needed right-of-way for the channel is acquired and dedi-
cated.
3. The Channel is constructed and/or improved so as to give flood
protectiion not only to the Rancho Bella Vista development, but
to downstream properties which have previously suffered flood
damage or would become damage-prone as a result of added water
flow.
BE IT FURTHER RESOLVED that the City of Palm Desert pledges to

and the Rancho Bella Vista developers so that costs associated with
attainment of the above flood control facilities are appropriately
assessed to the responsible parties.
PASSED, APPROVED, and ADOPTED by the City Council of the City of
Palm Desert, California, at a regular meeting held on the 26th day
of March , 1981, by the �ollowing vote, to wit:
