AND THUS ESTABLISHING FOR THE 1981182 FISCAL YEAR A REVISED TABLE
OF SALARY RANGES FOR CLASSIFICATIONS AND POSITIONS, A SALARY SCHED-
ULE, POSITIONS EXEMPT FROM OVERTIME PROVISIONS, MILEAGE REIMBURSE-
MENT, AUTO ALLOWANCES, SERVICE CLUB REIMBURSEMENT, PROVISIONS FOR
LO'JGEVITY ADVANCEMENTS, BI-ANNUAL PHYSICAL EXAMINATION FOR EXECU-
TIVES, CITY PAYMENT OF THE EMPLOYEE CONTRIBUTION TO THE PUBLIC
EMPLOYEES' RETIREMENT SYSTEM, REVISED MAXIMUM VACATION ACCUMULATION,
OBSERVANCE OF HOLIDAYS FALLING ON SATURDAY ON THE PRECEDING FRIDAY,
AND A PILOT INCENTIVE PROGRAM TO REWARD EMPLOYEES FOR UNUSED SICK
LEAVE.
WNEREAS, the City Council of the City of Palm Desert is authorized and directed
under the provisions of Ordinance No. 176, establishing Personnel Rules and Regulations
for the City of Palm Desert, to establish a Table of Salar.y Ranqes for Classifications and
Positions, Salary Schedule, to name certain positions which are exempt from overtime qro-
visions, to set a mileage reimbursement rate, to name certain eositions which are author-
ized for monthly auto allowances, to set the number of service club memberships allowed
for reimbursement for the cost of initiation fees, annual dues, and dues related costs,
and to name certain oositions which require bi-annual physical examinations.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert,
California that Resolution No. 80-86, Resolution No. 80-137, Resolution No. 81-20, Reso-
lution No. 81-54, and Resolution No. 81-62 are rescinded, and thus establishing for the
1981/82 fiscal year a revised Table of Salary Ranges for C7assifications and Positions,
a Salary Schedule, attached hereto as Exhibit A, Positions Exempt from Overtime Provisions,
Mileage Reimbursement, Auto Allowances, Service Club Reimbursement, Provisions for Long-
gevity Advancements, Siennlal Physical Examinations for Executives, City Payment of the
Ernployee Contribution to the Public Employees' Retirement System, revised Maximum Vacation
Accumulation, Observance of Holidays falling on Saturday on the preceding Fridav, and a
Pilot Incentive Program to Reward Emplo,yees for Unused Sick Leave, effective July l, 1981:
SECTION l. TABLE OF SALARY RANGES FOR CLASSIFICATIONS & POSITIONS
The following classifications and positions and salary ranges, together with the
salary schedules are utilized and included in the 1981/82 budqet for the City of Palm
Desert, California.

SECTION 2. EXEMPT PERSONNEL
The following positions that require spending numerous extra hours at meetings,
conferences, and work are exempt from overtime provisions as set forth in Ordinance No. 176,
and are hereby designated as Exempt Personnel,
Group A:

SECTION 3. MILEAGE REIMBURSEMENT
The mileage reimbursement rate to employees required to use their car on City
business shall be 31� per mile. In the case of employees who receive a monthly auto
allowance, said mileage reimbursement shall be made only for that portion of trips
which extend beyond a 25 mile radius of the Palm Desert City Hall.

SECTION 6. LONGEVITY ACHIEVEMENT
- An employee upon attaining the E(top) step of his salary range may, upon
approval of the City Manager, receive longevity merit advancements beyond the E(top)
step of his respective salary range in accordance with the following schedule of mini-
mum length of continuous service.
(One Range) 2z% salary increase - after 2 yrs. satisfactory service in Step E
(One Range) 212% salary increase - after 4 yrs. satisfactory service in Step E
(One Range) 22% salary increase - after 6 yrs. satisfactory service in Step E
(One Range) 2z% salary increase - after 8 yrs. satisfactory service in Step E
Al1 longevity merit advancements shall be granted only as a result of a written evalu-
ation of continued meritorious and efficient service and continued improvement by the
employee in the effective performance of the duties of the position held.

SECTION 8. CITY PAYt�IENT QF TNE EMPLOYEE CONTRIBUTION TO THE
PUSLIC EMPLOYEES' RETIREMENT SYSTEM
There shall be added to the base compensation payable to each employee who is
a member of the Public Employees' Retirement System an amount equal to the employees
normal rate of contribution to the Public Employees' Retirement System, as defined by
Section 20600 of the Government Code including the cost of the 1959 Survivor Benefit.
The City will not pay any additional employee contributions, such as contributions for
prior service credits. The amount of additional compensation payable pursuant to this
section of the resolution shall constitute deferred compensation and the City shall pay
the amount so deferred to the Public Employees' Retirement System for the account of the
employee entitled thereto as required by Section 20683 of the Government Code.
This section of the resoluiion will be effective with the first fiscal year pay period,
beginning June 27, 1981. �
SECTION 9. VACATION ACCUMULATION
SECTION 10. SATURDAY HOLIDAYS
The following shall be added to the allowed holidays for City Employees:
Allowed vacation credits shall be accumulated. Employees need not take all or
any of their credited vacation days in one calendar year, and may carry over those unused
vacation days to succeeding calendar years. The maximum vacation time that may be accumu-
lated at any time during a calendar year, however, shall not exceed two (2) calendar years
worth of the emaloyee's allowed vacation credits.
"Holidays falling on Saturday shall be observed on the preceding Friday."

SECTION 11. SICK LEAVE, ANNUAL PAYMENT AND ACCRUAL

As an incentive to reduce sick leave, the following "pilot" program is initiated
to reamin in effect through calendar year 1982 and wi11 be re-evaluated by City management:
Sick leave credits will continue to accrue at the rate of 8.00 hours for each month of con-
tinuous service for a maximum of 96.00 hours per calendar year. Sick leave used during
each year will be charged against the employee's current year's sick leave earnings. At
the end of the calendar year the City will determine the amount of unused sick leave for
each employee. Thereupon, each eligible employee must carry-over to a sick leave "bank"
a minimum of 72.00 hours, if available, and may request cash payment for any hours above
72.00, (maximum 24.00 hours), or may add it to the sick leave bank. If 73.00 hours of
unused sick leave are not avai�able, then there can be no cash payment and the numher
of unused hours must be carried over to the sick leave bank. Sick leave used will in-
clude Family Illness Leave, Bereavement Leave, and Maternity Leave, if charged against
sick leave credits. For the purpose of this "pilot" payment program, the calendar periods
used for computation will be as follows:
July 1, 1981 through November 30, 198i - 5 months -
December 1, ]98] through November 30, 1982 - 12 months
