A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, OPPOSING PROPOSITION 13, THE WATER INITIATIVE.

VNHEREAS, Proposition 13, the so-called Water Resources Initiative, is set for the
November 2nd Statewide Election Ballot; and
WHEREAS, said measure appears to be designed to strip local water boards and
communities of the powers to set local water policy; and
WHEREAS, it would prevent local water agencies from selling or trading surplus
water supplies without the express "permission" of a five-man board appointed by the
Governor; and
WHEREAS, the measure is likely to drive up commercial and home water rates and
would hit hardest at agriculture in California; and
WHEREAS, both major candidates for Governor, as well as the Assembly Speaker,
the State Farm Federation, the California Chamber of Commerce, and most water boards
and agencies oppose Proposition 13.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm
Desert, California, hereby expresses its strong opposition to Proposition 13 and urges all
citizens who have an interest in local and statewide water quality and quantity to do
likewise.
PASSED, APPROVED, and ADOPTED by the City Council of the City of Palm
Desert, California, at their Regular Meeting held on the 28th day of October, 1982, by the
following vote, to wit:
