HomeMy WebLinkAboutCC RES 82-1600 RESOLUTION NO. 82- 160 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, ESTABLISHING A PALM DESERT ADVERTISING AND PROMOTION ADVISORY COMMITTEE, AND DETAILING ITS ORGANIZATION, OBJECTIVES, AND RESPONSIBILITIES. WHEREAS, it has been deemed apppropriate and necessary to form an advisory committee to the City Council to deal with matters associated with the City's advertising and promotion program; and WHEREAS, the nucleus of such a committee of Palm Desert citizens has already performed valuable services and given valuable advice to the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, that a Palm Desert Advertising and Promotion Committee is hereby established, and that its organization, objectives, and responsibilities shall be as stated in Exhibit "A" attached hereto and made a part hereof. Membership: Up to ten members, appointed by the City Council. Membership should represent a cross-section of cultural, membecs. advertising ac promotion (A ac P) budget. 2. Undertake a selection process of A ac P firms and programs, and recommend adoption to the City. 3. Monitor and evaluate on-going A� P programs for consultant effectiveness and performance. 4. Evaluate specific A�c P proposals by the consultant, and recommend their adoption or rejection by the City. Terms of Membership: Meetings: Officers: Record Keeping: retail, industrial, hotel-motel, restaurant, f inancial, and other commercial interests. Nominations for membership may come from the Chamber of Commerce, or any other group or individual. The Mayor, City Manager and Public Information Officer (or their representatives) sF�all serve as ex-officio Indefinite, at the pleasure of the City Council. As needed, A Chairman and Vice-Chairman selected by the membership to serve indefinite terms. Written records of actions taken or recommendations made are to be submitted to the City for typewritten transcription and officially filed by the City. Objectives: To advise the City of Palm Desert as to the best metF�od of Examples of planning and implementing an advertising and promotion program. To monitor the program selected, and to recommend changes in the program, or the budget, from time-to-time. Responsibilities: 1. Review statements for services submitted to the City by the consuliant. Assure receipt of services claimed, and recommend payment by the City. 6. With City input, maintain continuing financial review to assure budget and contractual adherence (an informal audit committee). 7. Arrange periodic meetings with the City Council and the consultant to discuss and clarify philosophies of growth, development, investment, revenue and change. 8. Serve as a review body to evaluate suggestions which pertain to the City's A ac P Program. If appropriate, develop action programs around such suggestions. -3-
