HomeMy WebLinkAboutCC RES 83-065RESOLUTION NO. 83- 65 A RESOLUTION OF 'THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, OPPOSING THE RESTRUCTURE OF THE GOVERNING BOARD OF THE DESERT SANDS UMFIED SCHOOL DISTRICT � �. WHEREAS, history has shown that electing people to governing bodies based on geographical areas creates provincialism, thereby not creating a unified effort for the entity as a whole; and WHEREAS, the governing body should represent the views or desires of the majority of the members of the entire area and not just a#ew; and WHEREAS, plans, programs, and policy decisions made by a governing body whose members are elected at large are on the basis of the most benefit of the whoie area rather than a particular ward or area; and WHEREAS, a ward system tends to promote a situation whereby Board members feel an obligation only to the area fcom which they are elected, thus creating a rivalry amongst the various areas and resulting in frequent massive delays or total abandonment of worthwhile projects needed and wanted by all the residents; and WHEREAS, the Desert Sands School Boazd is currently providing excellent leadership; and WHEREAS, the current board is committed to representing the district as a whole without regard to geographical area; and WHEREAS, expanding the board to 7 members will not necessarily create better leadership or wider representation than the existing 5 member board; and WHEREAS, a change in the current method of at-large elections to elections by area is generally not in the best interest of equal, impartial, or unbiased representation but is likely to result in exactly the opposite. J NOW, THFREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, that it strongly opposes any consideration of the restructuring of the Desert Sands Unified School District; and BE IT FURTHER RESOLVED that this City Council urges all citizens and elected officials in affected communities to also oppose this petition in the interest of good education for the betterment of ouc youth.
