HomeMy WebLinkAboutCC RES 83-084RESOLUTION NO. 83-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, AMENDING RESOLUTION NO. 82-160 AND THE ORGANIZATIOIV, OBJECTIVES AlVD RESPONSIBILITIES OF THE ADVERTISING AND PROMOTION COMMITTEE WHEREAS, it has been deemed apppropriate and necessary by the members of the Advertising dc Promotion Committee to revise its organization, objectives and responsibilites after having been organized since December of 1982. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, that the changes as suggested by the Committee and as outlined in Exhibit "A" are hereby approved. RESOLUTION NO. 83-84 EXHIBIT "A" PALM DESERT ADVERTISING dc PROMOTION ADVISORY COMMITTEE Name: Membership: Palm Desert Advertising dc Promotion Advisory Committee. Up to fifteen members nominated by the Committee, appointed by the City Council. Membership should represent a cross-section of cultural, retail, industrial, hotel-motel, restaurant, financial, and other commercial interests. Nominations for membership may come from the Chamber of Commerce, or any other group or individual. The Mayor, City Manager and Public Information Officer (or their representatives) shall serve as ex-officio members. Terms of Membership: Indefinite, at the pleasure of the City Council, and with annual review. Three unexcused absences shall constitute automatic resignation. Meetings: Officers: Record Keeping: Objectives: Examples of Responsibilities: � First Friday of each month at 3:00 p.m. A Chairman and Vice-Chairman selected by the membership to serve one-year terms, expiring June 30th of each year. Written records of actions taken or recommendations made shall be kept by an official recording secretary appointed by the City Manager. To advise the City of Palm Desert as to the best method of planning and implementing an advertising and promotion program. To monitor the program selected, and to recommend changes in the program, or the budget, from time-to-time. 1. Recommend annually to the City the amount of a needed advertising ac promotion (A bc P) budget. 2. Undertake a selection process of A d� P firms and programs, and recommend adoption to the City. z RESOLU'TION NO. 83-84 3. Monitor and evaluate on-going A dc P programs for consultant effectiveness and performance. 4. Evaluate specific A� P proposals by the consultant, and recommend their adoption or rejection by the City. 5. Review statements for services submitted to the City by the consultant. Assure receipt of services claimed, and recommend payment by the City. 6. W'ith City input, maintain continuing financial review to assure budget and contractual adherence (an informal audit committee). 7. Arrange periodic meetings with the City Council and the consultant to discuss and clarify philosophies of growth, development, investment, revenue and change. 8. Serve as a review body to evaluate suggestions which pertain to the City's A dc P Program. If appropriate, develop action programs around such suggestions.
