A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, URGING THE STA'TE LEGISLATURE TO DENY ANY REQUEST THAT
WOULD LIMIT THE PROVISION OF FIRE PROTECTION SERVICES CONTRACTED
FROM THE STATE BY LOCAL GOVERNMENTAL AGENCIES.

WHEREAS, the California Department of Forestry has provided rural fire
protection services to local agencies under contract since 1905; and
WHEREAS, the contracts all encompass areas for which the State has the
responsibility for providing wildland fire protection; and
WHEREAS, the level of service provided by these contracts is determined by the
governing board of the local agency in cooperation with the Department of Forestry; and
WHEREAS, local government pays for all costs incurred by the State in providing
these services; and
ViIHEREAS, both the State and each local governmental Agency receives
substantial cost and operationa! benefits from these co�tracts; and
Vf/HEREAS, it has been the policy of the State Legislature to support and strongly
encourage efficiency in providing government services through this type of cooperation
between State and local government.
NOW, THEREFORE, BE IT RESOLI/ED by the City Council of the City of Palm
Desert, California, to urge the State Legislature to place no impediment in the way of
either the State or local government that would have the effect of limiting the provision
o# fire protection services by the State to local government agencies who request and pay
for those services; and

' BE IT FURTHER RESOLVED that State mandated impediments which would
jeopardize the life and property of persons protected through contract for fire protection
services by the State including such actions as hiring freezes, personnel ceilings, delays in
contracting, failure to establish contracted positions in a timely manner, and not allowing
local agencies to renew or expand existing contracts not be within the intent of the State
Legislature; and
BE IT FURTHER RESOLVED that the City Clerk of the City of Palm Desert,
California, is hereby directed to transmit copies of this resolution to the Governor,
Lieutenant Governor, the Director of Forestry, and each local government agency which
is currently contracting for fire protection services with the Department of Forestry.
PASSED, APPROVED, and ADOPTED by the City Council of the City of Palm
Desert, California, at its regular meeting held on the 26th day of April, 1984, by the
following vote, to wit:
