RESOLUTION N0. 85-113 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, AMENDING RESOLUTION NOS. 83-84 AND 82-160 AND THE ORGANIZATION, OBJECTIVES AND RESPONSIBILITIES OF THE ADVERTISING AND PROMOTION COMMIT7EE MHEREAS, it has been deemed appropriate and necessary by the members of the Advertising 8 Promotion Committee to revise its organiz- ation. objectives and responsibilities after having been organized since December of 1982. NOM, THEREFORE. BE IT RESOLVED by the City Council of the City oF Palm Desert, California. that the chanqes as suggested by the Committee and as outiined in Exhibit "A" are hereby approved. PASSED, APPROVED, and ADOPTED by the City Council of the City o� Palm Desert. California. at its regular meeting held on the 24th day of October, 1985, by the following vote. to wit: AYES: BENSON. Fifteen members nominated by the Committee, appointed by the City Council. Membership should represent a cross-section of cultural. retail, industrial. hotel-motei. restaurant, financial, and other commercial interests. Nominations for membership may come from the Chamber of Commerce or any other group or individual, The Mayor, City Manager, and Public Information Officer (or their representatives) shall serve as ex-officio members). Terms of Membership: Members shall serve three-year terms, at the pleasure of the Citv Council. Three unexcused absences shall constitute automatic resignation. Meetinqs: First Wednesday of each month at 2:00 p.m. Officers: A Chairman and Vice-Chairman selected by the membership to serve one-year terms, expiring September lst of each year. Record Keepinq: Wr i tten records of act i ons taken or recom- mendations made shall be kept by an official recording secretary appointed by the City Manager. Objectives: To advise the City of Palm Desert as to the best method of planning and implementing an adver- tising and promotion program. To monitor the program selected, and to recommend changes in the program, or the budget, from time to tirne. . � RESOLUTION N0. 85-113 EXHIBIT "A" PALM DESERT ADVERTISING AND PROMOTION COMMITTEE Examples of Responsibilities: l. Recommend annually to the City the amount of a needed advertising 8 promotion (A 8 P) budget. 2. Undertake a selection process of A 8 P firms and programs and recommend adoption to the City. 3. Monitor and evaluate on-going A 8 P programs for consultant effectiveness and perfor- mance. 4. Eva 1 uate spec i f i c A 8 P proposa 1 s by the consultant and recommend their adoption or re.jection by the City. 5. Review statements for services submitted to the City of the consultant. Assure receipt of services claimed and recommend payment by the City. 6. With City input, maintain continuing financial review to assure budget and contractual adherence (an informal audit committee). 7. Arrange periodic meetings with the City Council and the consultant to discuss and clarify philosophies of growth. devetopment, investment. revenue. and change. 8. Serve as a review body to evaluate sug- gestions which pertain to the City's A& P program. lf appropriate, develop action programs around such suggestion.
