HomeMy WebLinkAboutCC RES 86-110RESOLUTION NO. 86-110 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, OPPOSING THE CONSTRUCTION AND OPERATION OF THE BIOMASS ELECTRICITY GENERATING FACILITY ON THE CABAZON INDIAN RESERVATION AS PROPOSED BY COLMAC ENERGY, INC. WHEREAS, the Coachella Valley Association of Governments (Herein after referred to as CVAG) was established pursuant to Section 6500 et. seq. of the California Government Code to foster inter-governmental cooperation and coordination and provide recommendations and solutions to issues of common concern to the Coachella Valley; and WHEREAS, the County of Riverside and the Cities of Coachella, Cathedral City, Desert Hot Springs, Palm Desert, Palm Springs, La Quinta, and Rancho Mirage are currently members of CVAG and are represented on the CVAG Executive Committee by duly appointed elected officials from their respective jurisdictions; and WHEREAS, the CVAG Executive Committee has been advised that Colmac Energy, Incorporated, has submitted a proposal to construct and operate a biomass-fueled electrical power plant in Riverside County near Mecca on the Cabazon Indian Reservation; and WHEREAS, the proposed biomass plant would burn approximately 410,000 to 480,000 tons per year of agricultural, municipal and commercial wastes to produce a net of 45.0. MW of electricity; and WHEREAS, the proposed project is scheduled to begin construction in October of 1987, and WHEREAS, written comments concerning the scope of the issues to be addressed in an environmental impact statement are currently being requested by the Bureau of Indian Affairs until October 15, 1986, and WHEREAS, based on the information provided by Colmac Energy, Incorporated, area residents and local government officials have raised serious and compelling questions regarding the environmental impacts of the project on the Coachella Valley; and WHEREAS, during the regularly scheduled Executive Committee meeting on September 29, 1986, the representative from the County of Riverside recommended that CVAG oppose the construction and operation of the proposed biomass plant and urged that all Federal, State, and local government jurisdictions be advised of CVAG's formal position on this issue. NOW, THER$FORB, Bfi IT RESOLVED, THAT the City Council of the City of Palm Desert does hereby oppose the construction and operation of the Biomass Electricity Generating Facility on the Cabazon Indian Reservation as proposed by Colmac Energy, Incorporated; and BE IT FURTHER RESOLVED, THAT the City of Palm Desert's position be forwarded to appropriate public and private officials, including the Bureau of Indian Aff airs, Federal, State and local government representatives, and the Environmental Protection Agency as well as other regulatory entities.
