A RESOLUTION OF THE C1TY COUNCIL OF TFiE CITY
OF PALM DESERT APPROVING.PAYMENT BY THE PALM
DESERT REDEVELOPMENT AGENCY FOR ALL OR PART
OF THE VALUE OF THE LAND FOR ANO THE COST OF
THE INSTALLATION AND CONSTRUCTION OF A
PROPOSED SHERIFF'S SUBSTATION
THE CITY COUNCIL OF TNE CITY OF PALM DESERT HEREBY
FINDS, DETERMINES, RESOLVES AND ORDERS AS FOLLOWS:
Section 1. The City of Palm Desert has experienced
unprecedented growth during the last several years. While the
population of the City has grown from 11,801 in 1980 to an
estimated 17,111 persons in 1987. the growth of commercial
development, employment opportunities. tourism and the "second
home" market has been even more significant. Much of this
growth has occurred in Project Area No. 2 of the Agency. This
growth has been accompanied by a corresponding increase in the
need for overall police protection. Reported traffic accidents
in the City increased from 495 in l980 to 9_19 in 1986. Similar-
ly, reported crime in the City increased from 9449 in 198U, to
16,A95 in 1986. The City contracts with the County of Riverside
for the provision of police protection services by the County
Sheriff.
The City has been and currently is being served by the
sheriff's substetion 1n the C1ty of Indio. However, the growth
of the City and the Project Area have given rise to the need for
po 1 i ce protect i on wh i ch i s based 1 oca 1 1 y. Suct� a 1 oca 1 base
will significantly improve response time. ll�e proposed location
of the sheriff's substetion is the 9eneral vicinity of City flall
(which is also located within the Project Area). A location for
the sheriff's substation adjacent to City Hall will also facili-
tate a more efficient operation of intergovernmental services.
Neither the County of Riverside nor the City of Palm
Desert has provided in their respective budgets for a new
sheriff's substation to be constructed in the City, ar�d such
respective budgets are committed to the provision of otl�er
needed governmental services. The issuance of general obligation
bonds for the purpose of construction of the sfieriff's substation
i s not a feas 1 b 1 e a 1 ternat i ve for e i tF�er tfie County or tt�e C i ty.
The issuance of general obligation bonds by tt�e County for- tt�e

of such approva 1 for a fac i 1 i ty to be 1 ocated i n the C i ty of
Palm Desert is remote at best. Because the City contracts with
the County to provide police protection through the County
Sheriff, and because the building would essentially be a County
building, it is also highly unlikely that the voters of the City
would approve such a measure. Furthermore, the additlon of the
tax and spending limitations to the California Constitution in
the form of Articles XII[A and XIIIB have made tf�e financing and
provision of governmentai services and facilities by the County
and City increasingly more difflcult, and tt�e County has already
begun to implement certain cutbacks in services.

Section 2. Based upon the facts and information set
forth in Section l, above, and based upon other facts and
information which have been presented to the City Council, the
City Council hereby finds and determines (i) that the proposed
sheriff's substetion is of benefit to ProJect Area No. 2 of the
Agency and to the immediate neighborhood in which the Pro,ject
Area is located, and (ii) that no other reasonable means of
financing such sheriff's substation is available to the City of
Palm Desert or the County of Riverside.
Section 3. The City Council hereby approves payment
by the Agency for a 1 1 or part of the va 1 ue of the 1 and for and
the cost of the i nsta 1 1 at ion and construct ion of tF�e proposed
sheriff's substation.
