RESOlUTiON NO. 87-59
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, REQUESTING THAT THE COUNTY OF RIVERSIDE DEFER
ACTION ON ANDREAS COVE COUNTRY CLUB FOR TNO (2) YEARS
TO ALLOM CONCLUSION OF STATE AND FEDERAL LEGISLATION
PRESENTLY UNDER WAY FOR ACQUISITION OF THE SOUTH
PALM CANYON AREA FOR PARK PURPOSES
MHEREAS, the City Council has determined that the Palm
Canyon area with its three Indian Canyons (Palm, Andreas, and
Murray) be preserved in its natural state; and
NHEREAS, the site of Andreas Cove Country Club encompasses
the site of an ancient Cahuilla village, comprises one of the
most significant examples of desert and riparian vegetation,
provides habitat for diverse animal species including habitat for
the endangered Least Rell's Vireo, and provides the area with a
unique scenic and economic resource; and
NHEREAS, the City Council finds that the natural and
cultural resources found in this area offers a regional outdoor
recreation amenity of unique and unparalleled importance within
Riverside County and offers the fast growing Coachella Valley
needed outdoor recreation amenities; and
WHEREAS, the size of the natural palm groves in Palm,
Murray. and Andreas Canyons are of national and world
significance; and
MHEREAS, the City Council finds that the development of the
Indian Canyons National Historic Site will provide the Palm
Springs area a unique tourist attraction and economic base which
will increase in importance as future generations place
increasing demands on outdoor recreation areas; and
NNEREAS, Federal and State legislation is in process to
provide for the acquisition of the property necessary to develop
the Indian Canyons National Historic Site; and
WHEREAS, Riverside County has received a general plan
amendment and specific plan application to allow the development
of a 467 acre resort country club and related facilities south of
the city 1 imits of Palm Springs and within th� City of Palm
Springs' sphere of influence; and
NHEREAS, the development of Andreas Cove Country Club will
destroy sensitive resources located on-site and will severely
impact off-site resources; and

NNEREAS, the City Council recognizes and respects the
jurisdiction of the Tribal Council of the Agua Caliente Band of
Cahuilla indians with respect to land use decisions within the
Agua Caliente Reservation and does not intend hereby to recommend
or support any infringement of such jurisdiction and supports
equitable campensation to all owners of Indian trust lands.
NOM, THEREFORE, BE IT RESOLVED that the City Council of the
City of Palm Desert, California, does hereby request that actions
associated with Andreas Cove Country Club be deferred for two
years to allow time for Federal and State legislation for
acquisition of the park site to be concluded.
PASSED, APPROVED, and ADOPTED by the City Council of the
City of Palm Desert, California, this 25th day of June, 1987, by
the following vote, to wit:
