A RESOLUTION OF THE CITY OF PALM DESERT,
CALIFORNIA, OPPOSING THE CONSTRUCTION OF
THE COLMAC BIOMASS-FUELED POMER PLANT
NHEREAS, the lifestyle of Palm Desert residents is dependent
on en environment free of air pollutton and water pollution; and
MHEREAS, the construction of the Colmac Power Plant is a
definite threat to thet lifestyle enjoyed by Palm Desert
residents; and
WHEREAS, a review of the Environmental lmpact Statement
prepa red for the Co I mac Power P 1 ent has revea 1 ed thet a number
of important issues have not been addressed by the Environmental
Impact Statement for the project; and
NHEREAS, the Colmac Environmental Impact Statement fails to
adequately review the fuel supply and management of such fuel
supply thereby leaving a major environmental issue unresolved;
and
MHEREAS, the Environmental Impact Statement does not
include a monitoring proqram to assure that no fuels other than
those authorized are burned 1n the plan; and
WHEREAS, one of the major factors that would alloN such a
plant to be built in the area are air poilution offsets from
another area which has the effects of transferring pollutton
from sparsely populated to more densely populated areas. clearly
contrary to the reason for allowing pollution transfers; and
WHEREAS, impact of the truck traffic necessary to keep the
Colmac plant supplied with enough fuel has been substantially
underestimated through not addressing the pollution. litter and
traffic impact and related effects of such truck trafFic; and
NHEREAS, the Environmental Impact Statement does not
include measures to contain explosions or fires as a result of
the operations or fuel storage at the plant thereby creating an
opportunity for a potential disaster which would have a severe
effect on pollution and drain the resources of surrounding
communities; and
NHEREAS, the proposed project does not address protection
against earthquake, preservation of the ground water and affluent
emanating from the plant; and

NHEREAS, residents of the City of Paim Desert wili not
receive any benefits in decreased electric power rates since the
local electric provider� Southern California Edison, wfll be
required to purchase electricity produced by Colmac at a higher
rate per kilowatt than the cost for electricy it is currently
producing.
NOW, THEREFORE, BE IT RESOLVED that the City Councfl of the
City of Pe1m Desert, California, does hereby go on record in
opposition to the construction of the Colmac Power Plant.
PASSED, APPROVED and ADOPTED by the City Council of the
City of Palm Desert, Cal ifornia, this 24th of September
,
1987, by the following vote, to Nit:
