ENVIROIiKEHTAL IIiPACT, AN AMENDMENT TO THE PALIiA VILLAGE
SPECIFIC PLAN REDE5IGNATING TNO PARCELS FRONTING ON THE
NORTH SIDE OF FRED WARING DRIVE BETWEEN MONTEREY AVENUE
AND ACACIA DRIVE AND A THIRD ADJACENT PARCEL FRONTING
ONTO ACACIA DRIVE FROM HIGH DEIiSITY RESIDENTIAL TO
OFFICE PROFESSIONAL TO PERMIT AN OFFICE USE FRONTING
ONTO FRED WARING DRIVE.

i1HEREAS, the City Council of the City of Palm Desert, California, did on the
lith day oi AuQust, 1988 hold a duly noticed public hearinq to consider a request
by the CITY OF PALlI DESERT for approval of a Neqatine Declaration of Environmental
Impact, General Plan Amendment from Hiqh Density Residential to Office
Professional, at the northMest corner of Fred liarinq Drive and Monterey Avenue.
NHEREAS, said application has complied With the requireaents of the "City oi
Palm Desert Procedures for Implementation of the California Environmental Quality
Act, Resolution No. 80-89", in that the director of community development has
determined that the project will not have a siqnificant impact on the environment
and a neqative declaration has been prepared.
iiHEREAS, at said public hearinq, upon hearinq and considerinq all testimony and
arguments of all interested persons desirinq to be heard said city council did
find the folloWinq facts to exist to justify their actions.
1. The proposed office use is compatible With other existinq and approved
uses in the area.
2. The proposed use is consistent nith the intent of the Palma Villaqe
Specific Plan to provide for uses Nhich are both compatible With hiqh
traffic volumes on Fred Naring Drive and adjacent residential uses.
NON, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert,
as folloMs:
1. That the above recitations are true and correct and constitute the
findinqs of the council in this case.
2. That the Neqative Declaration of Environmental Impact, Exhibit "A", GPA
88-4, is hereby certified.

Pursuant to Title 14, Division 6, Article 7, Section 15083, of the
California Administrative Code.
NEGATIVE DECLARATION
CASE NO: GPA 88-4
APPLICANT/PROJECT SPONSOR: CITY OF PALM DESERT
73-510 Fred Waring Drive
Palm Desert, California 92260
PROJECT DESCRIPTION/LOCATION: An amendment to the Palma Village
Specific Plan redesignating two parcels fronting on the north side of
Fred Waring Drive between Monterey Avenue and Acacia Drive and a third
adjacent parcel fronting onto Acacia Drive from High Density
Residential to Office Professional to permit an office use fronting
onto Fred Waring Drive.
The Director of the Department of Community Development, City of Palm
Desert, California, has found that the described project will not have
a significant effect on the environment. A copy of the Initial Study
has been attached to document the reasons in support of this finding.
Mitigation measures, if any, included in the project to avoid
potentially significant effects, may also be found attached.
