Wf-�tE�.S, th�e City Gaurycil of the City of PaLn Desert, California, did �
the 25th day of FebruaYy, 1988, hold a duly noticed public hearir�g to oc�.sider
a r�equest by TRIAD PACIFIC DEUELAPN�fP for appzwal of a genPxal plan amenanPnt
affectis�g 34 aGres at the northeast corner of the inte=sectirn of Coak St��et
and Fiwley Lar�e. The City of Palm Desert Genexal Plan will be amer�cd frcm law
density residential, 3-5 dw�ellir�g units per acz�e, to high de.nsity residential,
rar�girxJ from 7 t� 18 d�a�ellir�g units per acre, for th�e easterly 25 acre portion
of the p�oject site. It is furt�er requested to amend the City's General Plan
from low density residential, 3-5 dwelling units per acre, to Office
Professional spaoe to be located on the westerly 9 acre portion of the site;

4JI-�RFAS, said application has canplied with the requir�nerits of the "City
of Palm Desert Procedure for 7mplenentation of the California Envirnrmental
Quality Act, Resolutian No. 80-89, " in ttiat an FY�virormental Inq�act Report has
beeri p�epaz�ed whi.ch ooricludes that all project impacts can be mitigated.
Mitigation measures are included as oonditians of approval; and
WE�EtEAS, at said public hearing, upon hearing and considering all
testimony and argtanPnts, if any, of all interested persons desiring to be
heard, said city oau�cil did find the follawi.ng facts to justify appraval:
1. The cl�velopment praposal will develop relatianships between land use
mixes within the city that will meet the basic hLunan rieed.s of the
Gity of Palm Desert and the sphere of influenr.e.
2. The development proposal will develop relatio�ships between land
uses within the city that will bring city costs and revenues into
balar�c.e avP.x' time.
3. The developnPnt proposal will develop a land use pattern that takes
opti.m�,IIn advantage of the city's natural assets including views,
ma�uitain areas and the desert floor.
4. The develognent proposal will provide for an orderly balance of both
public and private land uses within convenient and compatible
locations throughout the city and eizsure that all such uses--type,
amaurt, design and arrangement--sexve to protect and enhance the
e.nvirarment, character and image of the city.
5. The development proposal will encourage development in the fozm of
incremental extensions of existing developed areas rather than in an
uri000rdinated ' leap frog' fa_sh.ion.

NOW, TFF�RREFURE, BE IT RESOLVID by the City Council of the City of Palm
Desert, as follaws:
1. That the above recitations are true and correct and oor�stitute the
finciings of the oour�cil in this case.
2. That an �viz��ental In�act Report is hereby ceitified and a oc�y is
ori file in the departrnent of oaRmuzity developmeYitJplanning.
3. That Exhibit "A" attached hereto delineatirr� tt�e area and the
proposed land use designati�s, as well as circulatian systen for the
area, is hereby approved.
