87-102 initiating anne.xation proc,eedings for AnnP.xation No. 22; and

adopted its Resolution No. 47-88 � May 26, 1988, making detenninatians and
approving the pznposed anr�exation to the City of Palm Desert of territory
described in �chtbits A& B, attaciied hexeto and by this reference ir�corporated
hPaeein; and
4Vf�RE'E;AS, the reasons for the annexation are:
1. The praposed territory to be aru�exed is adjacent to and substantially
surrnuryded by the City of Palm Desert, and, therefore, regresents a
logical expar�,si� of the city's bau�dary.
2. The area is predaninately urban in c.h�racter and requires a higher
level of urban services than are currently offered by the County of
Riverside. The City of Palm Desert can pravide ttlese services which
include higher levels of police, fire, paramedic and general code
enforcement and participatioaz in the local Palm Desert political
process .

the City Clerk of the City of Palm Desert to tran.snit a certified oopy of this

Code to the executive officer of the Local Agency Forn�atian Catmissian of
Riverside County.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM DESERT, CALIFORNIA, ANNEXING CERTAIN

WHEREAS, on November 12, 1987, the City Council did adopt Resolution No.
87-102 initiating annexation proceedings for Annexation No. 22; and
WHEREAS, the Local A.,ency Formation Ccmussicn of the County of Riverside
adopted its Resolution No. 47-88 on May 26, 1988, making determinations and
approving the proposed annexation to the City of Palm Desert of territory
described in Exhibits A & B, attached hereto and by this reference incorporated
herein; and
WHEREAS, the reasons for the annexation are;
1. The proposed territory to be annexed is adjacent to and substantially
surrounded ded by the City of Palm Desert, and, therefore, represents a
logical expansion of the city's boundary.
2. The area is predominately urban in character and requires a higher
level of urban services than are currently offered by the County of
Riverside. The City of Palm Desert can provide these services which
include higher levels of police, fire, paramedic and general code
enforcement and participation in the local Palm Desert political
process.
WHEREAS, the regular county assessment roll is utilized by this city; and
WHEREAS, the affected territory will not be taxed for existing general
bonded indebtedness of this city; and
WHEREAS, a public hearing on this annexation was called for and held by
this council on June 23, 1988, and this council finds and determined that the
value of written protests filed and not withdrawn is less than 25 percent of
the registered voters residing within the territory proposed to be annexed and
less than 25 percent of the number of owners of land owning less than 25
percent of theassessed value of land within the territory.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm
Desert hereby orders the territory described in Exhibit A annexed, and directs
the City Clerk of the City of Palm Desert to transmit a certified corny of this
resolution with applicable fees required by Section 54902.5 of the Government
Code to the executive officer of the Local AqencV Formation Ccmnission of

T4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT, CALIFORNIA, DETERMINING THE
AMOUNT OF PROPERTY TAX REVENUE TO BE EXCHANGED
BETWEEN THE COUNTY OF RIVERSIDE AND THE CITY
OF PALM DESERT RELATING TO ANNEXATIONS TO THE
CITY OF PALM DESERT, CLAIFORNIA.
BE IT RESOLVED by the City Council of the City of Palm
Desert in regular session assembled on this 24th day of Seot
1981, that:
1. The County of Riverside and the City of Palm Desert
are the agencies whose area or responsibility for service
would be affected by annexations to the City of Palm Desert.
2. Representatives of each of the affected agencies have
met and negotiated an exchange of property tax revenue as follows,
to become effective for tax purposes beginning July 1, 1981,
for all areas annexed to the City until such time as this
resolution is rescinded or superceded.
A. The City of Palm Desert shall assume responsibility
for all general municipal services to areas annexed as are
required by law or presently provided throughout the City, and
for such service, the City shall receive 25% of that portion
of the property tax revenue generated within territories annexed
under the ad valorem tax rate established by Article XIII A of
the Constitution of the State of California, that represents
the County of Riverside's share of such property tax revenue.
B. The County Auditor shall upon annexation by the City
convert the above -established percentage figure into actual
dollar figures and thereafter allocate to the City such property
tax revenue in accord with the provisions of Section 95 et. seq.
of the Revenue and Taxation Code.
3. The City Council of the City of Palm Desert does hereby
agree to the above -recited exchange of property tax revenue.
4. The Clerk shall transmit a certified copy of this
resolution to each affected agency and to the Executive Office
of the Local Agency Formation Commission and to the Auditor of
the County of Riverside pursuant to Section 99 of the Revenue
and Taxation Code.
