WII�RRF.AS, said application has ocmplied with the requirements of l:t�e "Gity
of Palm Desert Procedure for I�lementatio� of the California �virorniental
Quality Act, Resolution No. 80-$9", in that the director of community
development has detennined that the proposed project will not have a -
significant environr►erital impact and that a negative declaratian is hereby
certified.
WHEREAS, at said public hearing, upon hearir�g ar��i conr ���� �r ing a.l.l
testimony and arg�.unents, if any, of all iriterested persotLs desi � i � �� to be
heard, said oo�uicil did find the follawing facts and reaso��.s to exit: 1 c� justify
the grantirig of said Conditional Use Pennit :

5. Prior to the installation of any lighting a ax�lete engineered lightirx�
plan shall be reviewed and apprrnred. Where possible te�i�rary lights
shall be installed to examine their iriq�act prior to installatiori. In no
event shall athletic fields be ligh-ted after 10:30 p.m.

l. Landscape and irrigatian plans shall be reviewed by Coacticlla Valley
Water District ar�d a conscientiaus effort toward water co�iservatiori
implemented. Working drawings shall specifically ideritify water
conservation measur�es and autline their impact.
2. All landscape plans shall be submitted to the County of Riverside
P,gricultural Depar�ient for approval to assure that proposed materials
will rbt i�r�act or threaten the valley's agricultvral industry.
3. Constructian shall be l�mited to daytime hours ana rx� Sunday coiLstruction.
4. Parking demand shall be m�zitored for at least six months after any
facility is developed and put in use. If it is detern�ined tt�at parking
is insufficient or a problem is developing, corrective measures shall be
identified and i�lemerited within six months. If it is deteimineci that a
ooxrectiv�e measure carunt be i�l��ted within the prescribed period,
cour�cil shall establish a specific implementatian schedule.
7. The development of the property shall confoim substantially with all
approved exhibits on file with the department of community
develogr�ent/planni.ng, as mod.ified by the follawing oanditions

contemplated by this appraval, the applicant shall first obtain pennits

mitigate potential noise and lighting impacts such as lowering of
ballfields and hardcourts wrheravex feasible.

11. Family YMCA site shall be identified as part of their site re-location.

1. With respect to the conditions of apprrlval regarding the above referenced
WP87-14, the Fire Depar�nent recarme,nds the follawing fire protection
measures be provided in accordaric� wj_Lti Riversido COl1Il�j� OLC�Ilc'1T10E?,
and/or recogrLtzed Fire Protection Standards:
The Fire Department is required to set a minilrnun fire flaw for the
renx�del or corLstxuctioaz of all canner�cial buildings per Unifonn Code Sec.
10.301C.
2. Provide, or show there exists a water system capable of prvviding a
potential fire flaw of 3000 gpn and ttie actual fire flaw available from
any one hydrant connected to any given water main shall be 1500 g�cn for
2 hours duration at 20 psi residual operating pressure.
3. A fire flaw of 1500 gpn for a 2 hour duration at 20 psi residual operating
pressure must be available before any catibustible material is placed an
the job site.
4. A canbination of on-site and off-site Super fire hydrants, (6" x 4" x
2-1j2" x 2-1/2"), will be required, located not less than 25' or more
than 150' fran any portion of the buiidirx�(s) as measured alorig appraved

vehicular travelways. The required fire flaw shall be available f�n arYy
adjacent hydrant(s) in the system.
5. Prior to the application for a buildir�g pe,nnit, the dev�elope.r shall
• furnish the original and tw� capies of the water system plan fio the Ckx.uity
Fire Depar-bnent for review. No building pern�it shal.l be issued until the
water system plan has be�n approved by the Caunty Fire Chief. Upon
approval, the original will be retunied. One copy will be sent to the
responsible ina�-pecting authority.
Plans shall ooazform to fire tYydrant types, locatian and spacing, and the
system shall meet the fire flaw requiretnents. Plans shall be signed by a
Registered Civil �gineer and may be signed by the local water ��pany
with the follawing certification: "I certify that the design of the water
system is in accordanc,e with the requirements prescribed by the River�sic3�e
Co�urty Fise Deparbnen� . ►�
6. Install a cas�lete fire sprinkler syste�n per NFPA 13. The post indicator
valve and fire departrr�nt ao��necti� shall be located to the frait, not
less than 25' from the buildirx� and within 50' of an apprwed tYydrant.

Install a fire alarm (waterflaw) as required by the Unifonn Building
Code, 3803, for sprinkler system.

Certain designated areas will be required to be maintained as fire lanes.
Install portable fire extiriguistiers per NFPA, Panq�tilet #lU, but cnt less
than 2AlOBC in rating.
11. All buildirigs shall be accessible by an all-weather roadway extending to
within 150' of all portions of the exterior walls of the first story.
The roadway shall be not less than 24' of w-�obstructed width and 13' 6"
of vertical clearance. Where parallel parking is allowed, the roadway
shall be 36' wide with parking on both sides, 32' wide with parkirx� on
one side. Dead-end roads in e,xcess of 150' shall be provided with a
mininn.an 45' radius t�zrn-around ( 55' in industrial developnents ).
12. Contact the Fire Depart�neazt for a final ins-pection prior to occupancy.
13. All questions regarding the mea�urig of these conditions should be referred
to the Fire Department Fire Frotection/Inspection Staff.
