A RESOLUTION OF TI-� CITY OWNCIL OF Tf-IE CITY OF
PALM DESERT, CALIFORNIA, ADOPTING THE NORTH
SPI-iERE SPECIFIC PLAN AND C�12TIFYING A NF�GATIVE
DEC��F2ATION OF II�VIROrN�dTAL IMPAGT 'PHEREF�OR.
ItiII-�RE�S, the City of Palm Desert has urx�Qxtaken a specific plan for its
north sphere, and
WHEREAS, said plan is generally bounded to the north by California
Interstate Highway 10, on the west by Monterey Avenue, on the east by
Washingbon Street, and ori the south by I-�avley Lane to Fortola, the Whitewater
C�aruiel from Portola to C',00k Stz�eet, and Hovley Larie/Avpnue 42 frcm Oook Street
to Washizigtoaz: and
W�tEAS, the plaruzirx3 area i�cludes both unir�ooiporated territory in Palm
Dese.rt's sphere of influence and within its present political botu�claries; and
4JHEREAS, after extensive research, analysis, and hearings the Palm Desert
Plaruzing Cannission reaatme.nds to the Palm Desext City Cau�cil adoptian of the
Palm Desert North Sp�ere Specific Plan with the follawi.ng specifics:
l. The area within 2000 feet of the Southern Pacific Right of Way should
be designated a cannex'cial/iru3u.strial study.
2. Residential uses should be pennitted in the abave area anly if
specific noise mitigation measures are part of any developnent plan.
3. Develognent agre��ents should be utilized as a zonirx� tool to assure
property, orderly developne�zt within the north spYiex�e.
4. Public open space should be developed and maximized, but its
development should not deter or negatively impact open space and
impact recreational develognents with th+e already c�veloped portians
of the city.
5. Monterey Avenue improvements, particularly improvement of the
Mce�terey/I-10 o�n/off rai�s will be given the highest griority in the
implementatio� of the North Sphere Specific Plan Circulatio� Element.
5. Fifty feet (50') scerLic bikeway corric7r�rs shculd be develo�ed on all
major north-sauth and east-west corricbrs.
7. Signalizatian on major thoroughfares should be miriimized; signals
between major intersections shall be installed only if it be
demonstrated that their installation will benefit or ic�rave traffic
at the major intersection.
8. Gateway entry treat.�nents should be developed at the entries to the
city in the mrth sphere.

9. The city should take an active role to assure that c�evelo��ents
within the Palm Desert Sphere of Influence conform to city
devel�it starbdax�ds.
10. Staten�ents of averriditx� cansideratian shall mt be adapted by the
City of Palm Desert as part of the tal revie�w process.
11. The area directly to the north of the Palm Desert Resort Co�urtry Club
shall be dual designated R-1JO.P.jS.I.; that the six locatior�s of
Monterey Avenue and Gerald Ford Drive, Monterey Avenue and FYank
Sinatra, Nbnterey Avenue and Cook S�treet, Cbok Street and Frank
Sinatra Drive, Cook Str�eet and Ca�mtry Club Drive, and Cbok Street
and Havley Lane be set aside for possible use for fly-over type
intersections, and that the planned ao[mnuLity develvptt�ent be rec�uCed
from 100 acres to 50 while maintairLing the same standards of the
za�i�xJ -
