the 13th day of April, 1989, hold a duly rbticed public heari.ng to aor�,sider
apprr�val of a Negative Declarati� of �nvironmental Impact and amer�ine,nt to the
Ge.c�exal Plan Land Use Element redesignating 22 acres at the r�ortheast oorner of
Cauntry Club Drive and Portola Avenue from Law Den.sity Resic�ntial to Office
Professior�al; and �
W�, said application has catq�lied with tiva requirements of the "City
of Palm Desext Procedures to Implemerit the California �vi�nental Quality
Act, Re9olution No. 80-89" , in that the director of ca�rnu�ity davelo�ne�zt has
determi.ned that the pro j ect wil l r�t hav�e an adverse in�act on the enviro�nent �
and a Negative Declaration of Envir�►ental Itr�pact has been prepared; ar�d

crnancil did find the follawing facts and reaSorLs to justify approval:
1. The high levels of traffic generated noise i�actirig the subject
oorner exceeds the General Plan Noise Element standards for Low
Den..sity Residential.
2. The frac�nent awnership patterns reduces site planning flexibility
necessaYy for mitigatiorz of rr�ise i�acts .
3. The proposed office uses will be cat�patible with the high traffic and
noise environments and will serve as a buffer for interior
residential uses.

The professional office designatioaz will allvw for ti�e developnent of
major medical services now unavailable within Palm Dese.rt.
The p�posed designation will pranote uses which will be czmpatible
with the other existing and proposed uses in the vicinity.

Desert, California, as follaws:

findings of the council in this case.

89-2 Land Use Element, Exhibit "B" are hereby approved.
