PALM DESERT, CALIFI�RNIA, APPROVING A 00I�IDITIONAL
USE PERMIT TO ALLOW E}�ANSION OF IXISTING CHtJRCH
FACILITIES ON 3.2 A(�E.S AT 'I�iE NOR'PI-�'.AST OORNEEt
OF PORTOLA AVQVUE AI�ID FAIRWAY DRIVE.
CASE N0. UUP 89-2
W�tEAS, the City Council of the City of Palm Desert, California, did an
the 25th day of May, 1989, 1-�ld a duly noticed public hearing to ax�sider tiie
request of HOPE LU`I'�IEF2AN Ci-iURCH for the abave mentianed project; and
YJf�REAS, said application has canplied with the requtrements of the "City
of PaLn Desert Fr�ocedure for Ir�lementatian of the California �nviror�nental
Quality Act, Resolution No. 80-89," in that the director of community
develo�ient has determtned that the project will not have a significant i�act
on the erYvirornnent and a negative declaration has bee.n prepared; and
WHEREAS, at said public hearing, upon hearing and consideri.ng all
testimony and ar�g�unents, if any, of all interested persorLs desiring to be
heard, said city council did find the follawing facts and reasarks to exist to
justify the granting of said conditional use permit:
1. Z'he proposed location of tY�e conditional use is iri accord with the
objectives of the zoning ordinance and the puipose of the district in
which the site is located.
2. Ttie proposed location of the conditional use and ttie conditions urider
which it will be operated and maintained will not be detrimexital to
the public health, safety or general welfare, or be materially
injurious to propexties or impravements in ttie vicinity.
3. The proposed conditional use will ca�ly with each of the applicable
- provisions of this title, except for approved variances or
adjustments.
4. The proposed conditional use carrplies with �he goals, objectives, and
policies of ttie city's adopted general plan.
NOW, THEREFORE, BE IT RESOLVID by the Planning Cannissian of the City of
PaLn Desert, California, as follaws:
l. That the above recitations are true and aozrect and constitute the
findirlgs of the council in this case.
2. That appraval of Conditional Use Perntit 89-2, Phases I and II, is
hereby granted for reasons subject to ttie attached conditions.
3. That a negative declaration of er�vironmental iz�act, �hibit "A" is
hereby approved.

1. The dev�elognent of the property shall conform substantially with exhibits
on file with the departrne.nt of acmrnuzity developnent/planning, as modified
by the follawing r.,onditions.
2. Coi�,struction of a portion of said project shall camience within one year
frcm the date of final approval unless an exte.nsivn of time is granted;
otherwise said approval shall become null, void and of no effect
whatsoever.
3. The development of the property described herein shall be subject to the
restrictio�s and limitatians set forth herein which are in additian to all
miuiicipal ordinances and state and federal statutes naw in force, or whirh
hereafter may be in force.
4. Prior to issuance of a building permtt for oo�Lstructian of any use
aonte�lated by this approval, the applicant shall first obtain permits
and/or clearance frcm the follaaing agencies:

Palm Desert Arctii.tectural Cannission
City Fire Marshal
Public Works Department
5. Trash provisions shall be appraved by an applicable trash canparYy and city
prior to issuance of buildiix,� permit.
6. Project shall be subject to Art in Public Places fee per Ordi.nance No.
473.
7. That this approval is for phases I and II anly, as described in the staff
report dated April 18, 1989. Additional phases may be appmved iri the
future if parking is sixx�m to be sufficient.
8. That upon completion of phase Ii (new sanctuary) and issuance of
certificate of occupancy by the city for same, the applicant must obtain
approval of the planning oorrmtssion for any use oont�plated in the
present sanctuary building.
9. That the site plan be revised to elirninate the dead-end parking area or
alternatively the applicant acquire title to the property sYxxan as futzu�e
parking and include that property in this application.

l. Drainage fees, in accordance with Section 26.49 of the Palm Desert
MurLtcipal Code and Palm Desert Ordiuzance No. 507, Shall be paid prior to
issuance of grading permit.
2. Storm drain construction shall be contingent upan a drainage stzzdy
prepared by a civil engineer that is reviewed and approved by the
� deparbnent of public works.
3. Signalization fees, in acoordance with City of Palm Desert Resolution Nos.
79-17 and ?9-55, shall be paid prior to issuance of grading permit. •
4. F�11 public imprave�nents, as required by Sections 26.44 and 26.40 of the
Palm Desert Municipal Code, shall be installed in accordance with
applicable city standards.
5. As required under Palm Desert Municipal Code Sectian 26.28, and in
accordance with Sections 26.40 and 26.44, canplete improvelnerit plans and
specifications shall be sutrnitted to the director of public works for
checking and approval before construction of any improvements is
commenced. Offsite irnprav�nent plans to be appmved by public wc�rks
departrnent and a surety posted. to guarantee the installation of required
offsite imprwe�rr��nts prior to issuance of grading permit. Such offsite
improve�nents stiall. include, but rwt be limited to, concrete sidewalk in an
appropriate size and configuration. "As-built" plans shall be sutrnitted
to, and approved by, the director of public wr�rks prior to the acceptance
of the ic�rovernents by the city.
6. All private driveways and parking lots shall be inspected by the
engineering departrnent and a standard inspection fee shall be paid prior
to grading permit issuance.
7. Landscaping mainterlai�ce on Portola Avenue, Fairway Drive, and Lantana
Avenue shall be pravided by ttle property awner.
8. As required under Sections 12.16 and 26.44 of ttie Palm Desert Mur�icipal
Code, all existing utilities shall be undergr�ounded per each respective
utility district's recommendation. If determined to be unfeasible,
applicant shall agree to participate in any future utility unde
distxict.
9. In accordance with Palm Desert Muriicipal Code Section 26.44, axrtplete
grading plans and specifications shall be subrnitted to ttie director of
public wr�rks for checking and approval prior to issuarice of any permits.
10. As required by Sections 26.32 and 26.40 of the Palm Desert Municipal Code,

and in accordance with the Circulation Network of the City's General Plan,
dedication of right-of-way at 14 £eet on Portola Avenue shall be provided.
11. Size, number and location of driveways to public works specificatior�s with
only four driveway approaches to be allawed to serve this property.
12. Any and all off-site impravernents shall be preceded by the approval of
plans and the issuance of valid encroactxnent permit( s) by the deparbne.nt
of public works.
13. A complete preliminary soils i.nvestigatian, c�onducted by a registered
soils erigineer, shall be sutrnitted to and approved by the departme,nt of
public wc�rks prior to issuance of the grading permit.
RivesSide Cbtuity Fire I)�ai-h[�t:
1. The fire depar-tanent is required to set a minimiun fire flaw for the renadel
or construction of all camiercial buildings per Uniform Fire Code Sectian
10.301C.
2. Provide, or show there exists a water system capable of praviding a
potential fire flow of 3000 gpm and the actual fire flaa available frcm
arYy one hydrant aaruiected to any given water main shall be 1500 gpn for 2
hours duration at 20 psi residual operatirig pressure.
3. A fire flaw of 1500 gFm for a 2 tx�ur duratian at 20 psi residual operating
pressure rrn.ist be available before any canbustible material is placed an
the job site.
4. The required fire flaw shall be available fran a Super hydrant(s) (6" x 4"
x 2-1/2" x 2-1/2"), located not less than 25' nar more than 150' from any
portion of the building(s} as measured along approved vehicular
txavelways. Hydrants installed belaw 3000' elevation shall be of the "wet
barrel" type.
5. The required fire flcxa may be adjusted at a later point in the permit
process to reflect changes in design, coilstruction type, area separations,
or built-in fire protection measures.
6. Prior to the application for a building permit, ttie develaper shall
furnish t,��e original and two copies of the water system plan to the county
fire department for review. No building permit shall be issued until the
water system plan has been apprrnred by the oounty fire chief. Upon
approval, the original will be retu��ed. One copy will be sent to the
responsible inspecting autizority.
7. Plans shall conform to fire hydrant types, location and spacing, and the
system shall meet the fire flaw requireir��ts. Plans shall be signed by a

registered civil engineer and may be signed by the local water ca�any
with the follawing certificatian: "I certify that the design of the water
system is in accordance with the requirements prescribed by the Riverside
Caunty Fire Deparbnent.
8. Ocn�ly with Title 19 of the California Achninistrative Code.
9. Install a canplete fire sprinkler system per NFPA 13. The post indicator
valve arid fire departrnent connection stiall be located to the front, not
less than 25' fran the building and within 50' of an approveci hydrant.
10. Install a fire alarm (waterflaa) as required by the Unifonn Buildirx� Cbde
3803 for sprinkler system.
11. Install tamper alarm on supply valve for sprinkler systesns. Must also
ring waterflcxa alarm bells.
12. Certain designated areas will be required to be ma3ntained as fire lanes.
13. Install a fire alarm as required by the Uniform Buildirx3 Code and/or
Uni£orm Fire Code. Education building.
14. Install panic hazY3ware and exit signs per Unifonn Building aode and/or
Uniform Fire Code.
15. Install portable fire ex�inguishers per NFPA, Pamphlet #10, but n�ot less
_- than 2AlOBC in rating.
16. All buildings shall be accessible by an all-weather roadway extending to
within 150' of all portions of the exterior walls of the first story. The
roadway shall be not less than 24' of uru�bstructed width ar�d 13' 6" of
vertical clearance. Where parallel parking is allc�wed, the roadway shall
be 36' wide with parking on both sides, 32' wide wit-h parking on ozie side.
Dead-end roads in e,xcess of 150' shall be pravided with a mini�rnmi 15'
radius t1.�n-around ( 55' in industrial develo�cnents ).
17. Occupancy separation will be required as per tt�e Unifozm Buildir�g Code,
Sec. 503.
18. Interior driveway circulation needs to be tied together/in�praved.
19. Install Panic Hardware and Exit sigr�s as per Chapter 33, sectio�s of the
Uniform Building Gbde.
� 20. Contact the fire deparbnent for a final inspection prior to occupancy.
j 21. This project may require licensirx3 and/or review by state agencies.
, Applicant should prepare a letter of intent detailing the proposed usage

to facilitate case review. Oontact stwuld be made with the Office of the
State Fire Marshal for an apinian and a classification of occupancy type.
This information and a aopy of the letter of intent should be sut�nitted to
the fire department so that proper requirements may be specified during
the review process. Education Building.
22. All questi�s regarding the meaning of these conditions should be referred
to the fire departrnent protection/inspection staff.
