Th�e proposed librazy will not cause a significant advp.ise i.�act in this
area because of the follawing:
a. The rough gradisx� will hav�e been cat�leted as part of the ghase I
developnent of the civic center ccn�lex.
b. Final grading will be relatively mir�r and will canform to all
1nuilicipal gradirx,� ordiriar�ce z�ec�uirements.
c. Tt�e results of marYy soils tests already taken � the civic center
have demce�strated that there are r�o unusual geologic hazard.s � the
site.
2. AIR
The pr�oQosed librazy as a result of its location near public transit,
bikeways, and e�caticnal irLstitutions styould result in lower vehicle
miles trav�eled by library users; this translates into a r�cn-significant
i�act on air quality in both the short and lcx�g tezm.
3. WATER
In te.zms of i�act on drainage and water usage, the library is part of a
master plaru�ed facility c�esigi�ed to oonsexv�e water and drain in a safe,
effective manr�er.
While water usac,3e will ir�crease Cn the site because it is rx�t lcx�ger
vacant, the measures adapted as part of the site's ma.ster plan--variety of
landscaPin9, drip irrigation systen with controls assurps that tt�e i�act

will n�t be si�ificant.
4. PL�AN'I' LIFE
'I7ie site has �t beeal iLsed fo� agricultural p�oduction fo� aver 20 y�ears.
Tt�ere are no rare � et�dar�gered plant species on the site. The flora that
will be intx�n��c,ed onto the site is vegetatiotl that is 1ixilger�aa.S tA the
desert ar�d will rnt harm existir�g plant life in the z�egion.
5. ANIMAL LIFE
Outside of field mice ar�d an occasional =oad rur�er the site is wid of
animal iife. The field mice are ryot of rare or endar�.red variety. Road
nu�s have beesi seen on the College of tha Desert cam�us, which is
d�evelC�ed.

6. NUISE
While there will be an incxease jn levels because the site is Currently
vacant and will be u.sed, the ir�crease will rot resvlt in a significant
adverse in�act. 'Ptye ir�creased activity will rnt result in irycreases to
the we='311 ambient level. In faCt it is tt�9 low�er r�oise l�v�els prese,nt
in the area that make the site a c�ooci one for a library.
7. LI(�-1T AI�ID GL�ARE
Th,e parking area is part of the aresall master plan and the lighting will
shine dowriraard and awid lightir�g the night skies.

The site has beecz designated for public use fz�m its acquisition.

Ti�ile natural re,souress will be u.sed in cjev�elapneszt of the lib�ary it will
mt increase the rate of use of any nat�.sal resouroe.
10. RISK OF UPSET
There will n�t be any ea�loeives o� radioactive ct�nicals stoz�ed on the
site.

The facility is being constructed to seYve the area's existin9 and
projected population. The lib�aYy in and of itself will rnt increase
d�n.sity or the growt-h rate.
