HomeMy WebLinkAboutCC RES 90-019 RESOLUTION N0. 90-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT APPROVING PAYMENT BY THE AGENCY FOR ALL OR PART OF THE VALUE OF THE LAND FOR AND THE COST OF THE INSTALLATION AND CONSTRUCTION OF A PROPOSED RECREATION FACILITY THE CITY COUNCIL OF THE CITY OF PALM DESERT HEREBY FINDS , DETERMINES , RESOLVES AND ORDERS AS FOLLOWS : Section 1 . The City of Palm Desert has experienced unprecedented growth during the last several years . While the population of the City has grown from 11 , 801 in 1980 to an estimated 17 , 111 persons in 1987 , the growth of commercial development , employment opportunities , tourism and the "second home" market has been even more significant . Much of this growth has occurred in Pro,ject Area No. 1 of the Agency. This growth has been accompanied by a corresponding increase in the need for overall recreational facilities . The growth of the City and the Project Area have given rise to the need for recreation services which is based locally. Such a local base wiil significantly improve services to the citizens of the City. The proposed location of the Recreation Facility is the general vicinity of City Hall (which is also located within the Pro,ject Area ) . A location for the Recreation Facility adjacent to City Hall will also facilitate a more efficient operation of intergovernmental services . The YMCA is currentiy a charitable organization for federal income tax purposes as defined by the Internai Revenue Code (under Section 501 (c ) ( 3 ) ) . The premises shali be used solely as a nonprofit i nst i tut i on and ava i 1 ab 1 e to the genera 1 pub 1 i c w i thout discrimination as to race . gender , religious affiliation . political affiliation or physical handicap. The YMCA conduct its us•ual and customary programs including Athletic Programs , Recreation Programs , Youth and Family Programs . 7he YMCA ' s programs are basically defined under the Publ ic Safety , Educational , and Charitable definitions of the I . R . S . The programs assist all who cannot afford the fees by providing a sliding fee structure for those who cannot afford the fees to participate. The underlying theme for all programs is : 1 . To develop and maintaln responsible leadership , appropriate programs and adequate facllities whlch provide the opportunity for all who wlsh to participate in the YMCA . 1 RESOLUTION N0. 90-19 2 . To i mprove the qua 1 i ty and understand i ng of individual and group interracial end intercultural reletionships . 5 . To help individuals constructively participate as good citizens . Section 2 . Based upon the facts and lnformation' set forth in Section 1 , ebove , and based upon other facts and information which have been presented to the City Councii , the City Council hereby finds and determines ( i ) that the proposed Recreation factlity• is of benefit to Pro,�ect Area No. 1 of the Agency and to the i mmed i ete nei ghborhood 1 n wh 1 ch the Project Area is located , and ( ii ) that no other reasonable means of financing such Recreation Facility is evailable to the City of Palm Desert or the County of Riverside. Sectton 3 . The City Council hereby approves payment by the Agency for all or part of the value of the land for and the cost of the installation and construction of the proposed Recreation Facility.
