PP/QJP 90-1 WI�REAS, the City Council of the City of PaLn Desert, California, did on the 12th day of April, 1990, hold a duly noticed public hearing to consider a request by Keru�eth Cokeley for approval of a negative declaratian of environmental i�act, precise plan and canditional use permit for a 10,000 square foot office/retail build.ing, associated parkiu�g lot and greenUelt located an a C-1 lot at 73-330 Highway 111 and an R-1 lot at 44- 885 San BerLito Circle; and WHERF,AS, said application has carq�lied with the require�r�lts of the "City of Palm Desert Procedure for Implementation of the California Envirar�nental Quality Act, Resolutian No. 80-89", in that the director of camnanity develo��ent has detennined that the pro�ect will not have an adverse impact on the enviro�nment and a negative declaration has bee.n prepared; and WHEREAS, at said public hearir�g, upo� hearing and cansidering all testimony and arguntients, if any, of all interested persorLs desiring to be heard, said plaru�ir�g catmissian did find the follawir�g facts and rea_�orLs to exist to justify approval of said precise plan and condttional use pern�it: l. The proposed use and design of the project is aoa�sistent with the goals and objectives of the Gezleral Cannercial Zone, the Palma Village Camiercial Core Area Specific Plan and Pa]m Desert Ge.neral Plan. 2. Tt�e proposed pro,ject represents a substantial im�rovement for the area and will e.rx�ourage a general upgrading of existing lxiildings in the vicinity. 3. The developer of the proposed rear parkis�g area specifically ic�lecn�nts a program described by the Pa]ma Village and Ca��cial Core Area Specific Plan and will create a 32 foot wide greenbelt ad�acent to tt�e residential zane. 4.
