HomeMy WebLinkAboutCC RES 90-091 RESOLUTION NO- 90-91 A RESOLUT[ON OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, REQUESTING THE CALIFORNIA TRANSPORTATION COMM[SSION TO AOOPT A SALES TAX FUNOEO PROJECT TO THE STATE 7RANSPORTATION IMPROVEMENT PROGRAM TO CONSTRUCT THE INTERSTATE 10 ANO COOK STREET INTERCHANGE. WHEREAS, the City of Palm Desert's General Plan designated Cook Street as a six- iane arterial between Frank Sinatra Drive and the Interstate 10 Freeway; and WH�REAS, development of properties within the regional area tl�at affects existinq interchange systems along Interstate 10 and future development plar�ned in the immediate area will result in an increase in the flow of traffic: and WHEREAS. the County of Riverside has designated the City of Palm Desert as the lead ayency; and WHEREAS, tfle City of Palm Desert desires to participate with Caltrans to find a long-term solution to the above problem; and WHEREAS, the City of Palm Desert is prepared to enter into a Cooperative Ayreement with Caltrans for project development and construction of the proposed interchange. N�W, 7HEREFORE , the City Council of the City of Palm Desert, California, resolves as follows: ( 1 ) That ti�e recitals herein above stated are true and correct. (2) That the City of Palm Desert requests Caltrans to undertake a project study report and to provide the overview necessary for development and construction of the Interstate 10 and Cook Street i ntercf�ange. {;) That the City of Falm Desert requests the Riverside Cauntv Transportation Commission to approve this project request and to include this project in the Regional Transportation Impruvement Program (RTIP) . (4) That the City of Palm Desert is committed to secure one hundred percent ( 1007.) of the funding necessary to develop and construct tlie proposed project from alternate funding sources, including sales tax, a Mello-Roos Cortmunity Facilities District Bond Issue, development fees and contributions , and other agency contributions. (5) Tliat upon final approval of a detailed financing plan, which witl include construction �f the Interstate 10/Cook Street interchange, the City of Falm Desert will enter i�to a cooperative Agreement for final project development and construction of the proposed project.
