A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT ADOPTING WRITTEN FINDINGS IN
RESPONSE TO WRITTEN OBJECTI4NS AND
SUGGESTIONS IN CONNECTION WITH PROPOSED
AMENDMENT N0. 6 AND PROPOSED AMENDMENT N0. 7
TO THE REDEVELOPMENT PLAN, AS AMENDED, FOR _
PROJECT AREA NO. 1, AS AMENDED, OF THE PAI�M
DESERT REDEVELOPMENT AGENCY
THE CITY COUNCIL OF THE CITY OF PAL1ri DESERT HEREBY
FINDS, DETERMINES, RESOLVES AND ORDERS AS FOLIAWS:
Saction 1. Pursuant to Calitornia Fiealth and Safety
Code Section 33363, the City Council of the City of Palm Desert
hereby adopta writtan findinqa, attached harato as Exhibit B, in
responso to each written objection and suqqastion of an aflected
property owner or taxinq entity received before or at the joint
public hearinq on proposed Amendment No. 6 and proposed_
Amendmant No. 7 to tha Redevelopment Plan, A� Amended, for
Project Area No. 1, As Amended, of tha Palm Desert Redevelopmant
Aqency, which written objections and suqqestions are attached
hareto as Exhibit A. The City Council has not accepted spacified
written objections and suqqestions for the reasons set forth in
tha attached writtan tindinqa in responsa to such written
objections and suqqestiona.

Ladies and Gentlemen:
The County of Riverside has reviewed and evaluated the proposed �
Sixth amendment to Redevelopment Project Aree No. l� and find that
the proposed amandment causes extreme fiscal detriment to the
County General Fund, the County Free Library and the County Fire
System. We have previously submitted to the �qency the report of
the Fiscal Review Committee and the County's independent fiscal
report. We here�rith formally resubmit both reports and request
that the �qency adopt the recommendations and mitigation measures
contained therein.
In addition, the County is very concerned with the depth of the
environmental studies conducted in connection with the proposed
amendments. The nature of the projects identified necessitates a
comprehensive environmental impact report. In particular, we feel
that the traffic and air quality issues need further development,
and the identification of appropriate mitiqation measures should be
explored.
Also, the size and scope of the proposed redevalopmant projects,
qiven the City's 1990 population ot 20,659 and wealthy resort city
status, raises very serious questions about the leqality and
inteqrity of the redevelopment plan. The current conditions in
this wealthy shoppinq mall, retail, office and civic center area
show no need for urban renewal or evidence of blight. The plan
amendments propose the construction ot a variety of public
facilities that have no relationship to bliqht or redevelopment. we
believe the proposed amendments do not comply with current
redevelopment law.

Lastly, the proposed amendments are not consistent with the City's
General Plan. In particular, the proposed amendments are
inconsistent with the housinq element, circulation element, public
facilities element and many other areas of the General Plan.
In conclusion, the County has many concerns with the proposed
amendments to Project area No. 1. As a result, we urqe the Agency
to postpone adoption of the amendments until Aqency and County
staff can address these problems.
I would like to thank you for this opportunity to comment on the
Agency's proposed amendments, and offer the County's continued
effort to resolve these issues.
