CALIFOItNIA, RESCINDING RE50LUTION NO. 9a58 BY ADOPTING
A NEW STATIIVIFNT OF ORGANIZATION, O , AND
RESPONSIBII.ITIFS FOR TI� AC7:ZVTIZFS PROMO'I'ION COMMTI'I� AND
CHANGING 'I� NAME OF SAME TO THE PALM DESIItT PROM�1'ION COI��II�D.TTEE.
V�V]EffitFAS, the members of the Activities Promotion Committee have determined
a need to revise the Committee's statement of organization, objectives, and responsibilities,
and change the name to reflect the new direction given by the City Council; and
WHEREAS, the Committe�, at its meeting of January 16, 1991, approved the
statement attached hereW as F.uhibit "A".
NOW, 1�REFORE, BB 1T RESOLVID by the City Council of the City of Palm
Desert, California, that Resolution No. 90-58 is hereby rescinded and that the new
guidelines as re�ommended by the Activities Promotion Committ�ee and as outlined in
Exhibit "A"are hereby adopted.
PASSF.D, APPROVF.D, and ADOP'I�D by the City Council of the City of Palm
Desert, California, at its regulaz meeting held on the 4�, day of �bruarv• 19�, by the
following vote, to wit:

Name: Palm Desert Promotion Committee.
Membeiship: No less than nine members nominated by the Committee and appointed by
the City Council. Membership should represent a cross section of cultural,
retail, industrial, hotel-motel, restaurant, financial, and other commercial
interests. These Promotion Committee members should be the conduit for
information between their own professional network and the City in terms of
industry trends, local promotion ideas, and business/progress projections.
Nominations for membership may come from the Charnber of Commerce, the
F1 Paseo Merchants Association, the Town Center Merchants Association, or
any other interested group or individual.
The Mayor, City Manager and Public Information Officer (or their designated
representatives) shall serve as ex-officio members.
Term�s of Members shall serve three-year terms at the pleasure of the City Council.
Membership: Three unexcused absences in any one-year period shall constitute automatic
resignation.
Meetings: Third Wednesday of every month at 2 p.m.
Oi�cers: A Chairman and Vice Chairman selected by the membership to serve one-
year terms, said terms to expire September lst of each year. It is
recommended that these positions rotate annually so that all members have
an opportunity to provide leadership.
Record Written records of actions taken or recommendations made shall be kept by
Keeping: an official recording secretary.
Purpose: To advise the City of Palm Desert regarding the best method of planning and
implementing an advertising, activities promotion program. To closely
monitor the program selected and to recommend changes in the program or
the budget from time to time.

�- 1. Prepare and submit to the City Council an annual promotion
bilities: plan containing specific goals, objectives, and recommended methods
of implementation, both through the efforts of the Committee and the
Palm Desert News Bureau.
2. Prepare and submit for City Council approval annual budgets reflecting
the efforts contained in the annual promotion plan and the promotional
program of local activities.
3. Monitor, evaluate, and recommend changes in ongoing Promotion
Committee programs to improve effecdveness and cost efficiency.
4. Review and approve monthly billings for services submitted to the City
by the consultant. With staff assistance and the use of an informal
audit subcommittee, maintain continued financial review to assure
budget and contractual adherence.
5. Serve as a review body to evaluate suggestions which pertain to the
� City's promotional programs. If appmpriate, include those suggestions
:� in the annual market plan or promotional program.

6. At least once every three years, the Committee shall conduct a formal
competition to select a consultanVadvertising agency to provide
contractual professional services required by the City.
