A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT
APPROVING THE SUBMITTAL OF SOLID WASTE TRANSFER FACILITIES
WHICH ARE DESIGNED TO RECOVER FOR REUSE OR RECYCLING LESS
THAN 15 PERCENT OF THE TOTAL VOLUME OF MATERIAL RECEIVED BY
THE FACILITY AND SERVES MORfi THAN ONE JURISDICTION TO THE
RIVERSIDE COUNTY LOCAL TASK FORCE FOR CONINIENT AS PART OF THE
FACILITIES REQUIRED REVIEW AND "CONlNIENT" PROCESS.
WHEREAS, the City of Palm Desert must meet the State
mandated goals of 25$ of all solid waste diverted from landfill
or transformation facilities by January 1, 1995, and 50$ by
January 1, 2000, and
WHEREAS, the City of Palm Desert and the County of Riverside
encourage the siting of facilities that will make the achievement
of these goals possible; and
WHEREAS, section 5000 (d) of the California State Public
Resources Code requires counties and the majority of the cities
in the county containing a majority of the population of the
incorporated area of the county to resolve by February 1, 1991,
which Countywide review process those solid waste transfer
facilities which are designed to, and, as a condition of their
permits, shall, recover for reuse or recycling less than 15
percent of the total volume of material received by the facility
and which serve mor� than one jurisdiction will be required to
follow; and
WHEREAS, if a majority of the cities in the county
containing a majority of the population of the incorporated area
of the county have resolved that the Riverside County Local Task
Force shall review and comment on all prospective sitings of said
transfer facilities �+�hat serve more than one jurisdiction;
NOW THEREFORE BE IT RESOLVED by the City Council of the City
of Palm Desert at its regular meeting of January 10, 1991, hereby
concurs that the Riverside County Local Task Force shall review
and comment on all prospective sitings of said transfer
facilities that serve more than one jurisdiction.
PASSED, APPROV3D, and ADOPTED by the City Council of the
City of Palm Desert, California, on this lOth day of January,
1991, by the followi��g vote, to wit:
