A RESOLUTION OF THE CITY COUNCZL OF THE CITY
OF PALM DESERT APPROVING THE PAYMENT BY THE
PALM DESERT REDEVELOPMENT AGENCY FOR PART OF
THE VALUE OF THE LAND FOR AND THE COST OF
INSTALLATION AND CONSTRUCTION OF CERTAIN
PUBLICLY OWNED BUILDINGS
THE CITY COUNCIL OF THE CITY OF PALM DESERT HEREBY FINDS,
DETERMINES, RESOLVES AND ORDERS A$ FOLLOWS:
Section 1. Pursuant to provisions of the Community
Redevelopment Law (California Health and Safety Code Section 33000,
et seq.), and in particular Section 33445 and Section 33679
thereof, the Palm Desert Redevelopment Agency proposes to pay part
of the value of the land for and the cost of installation and
construction of certain publicly owned buildings to be located in
the City of Palm Desert. A description of the facilities is
attached hereto, marked Exhibit A.
Section 2. The budget constraints of the City and the
extraordinary vote requirements applicable to traditional methods
of financing such facilities (such as general obligation bonds and
community facilities district bonds) as a practical matter prevent
the City from financing the acquisition of land and payment for the
cost of the installation and construction of these facilities by
any other means.
Section 3. The construction of the proposed parks and
recreation building will provide new, modern and efficient
recreational facilities to serve the residents and taxpayers of the
City and particularly of Project Area No. 1, As Amended, as well as
other project areas of the Agency. The expansion of City Hall will
add several thousand square feet of gross building area to City
Hall and will enhance the ability of the City to provide municipal
services and serve such residents and taxpayers. The construction
of the proposed corporation yard maintenance building will likewise
provide a new, modern and efficient facility which will enhance the
ability of the City to provide municipal services and serve such
residents and taxpayers. The rehabilitation of the fire station
will preserve a historic public building in the City and in Project
Area No. 1, As Amended. The construction of the proposed library
facility will provide a new, modern and efficient library facility
to serve residents and taxpayers of the City and particularly of
Project Area No. 1, As Amended, and Project Area No. 2, as well as
other project areas of the Agency. The foregoing will help correct
the situation of inadequate public improvements and facilities in
the project areas, promote the sound development and redevelopment
of the project areas, and create jobs, all for the benefit of the

health, safety and welfare of the residents and taxpayers of the
City and the project areas.
Section 4. The City Council hereby finds and determines that
based upon the foregoing and other information presented to the
City Council: (i) the land and facilities described in Section 1,
above, will be of benefit to the project areas of the Agency, and
will primarily benefit, Project Area No. 1, As Amended, and Project
Area No. 2; and (ii) no other reasonable means of financ�ng such
acquisition and installation and construction are available to the
City.
Section 5. Following notice duly given, the City Council has
held a public hearing pursuant to California Health and Safety Code
Section 33679 on the payment by the Agency for the value of the
land for and the cost of installation and construction of the
above-described facilities.
Section 6. The City Council hereby approves the payment by
the Agency for part of the value of the land for and the cost of
installation and construction of the above-described facilities
from any revenues of the Agency lawfully available therefor.
PASSED, APPROVED AND ADOPTED this 26th day of March, 1992.
