A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT, CALIFORNIA, RESCINDING
RESOLUTION 89-126A AND APPROVZNG BYLAWS OF THE
PALM DESERT POLICE ADVISORY COMMITTEE.
WHEREAS, the Palm Desert Police Advisory Committee wishes to
adopt bylaws by which to conduct its business; and,
WHEREAS, the Palm Desert Police Advisory Committee deems such
rules and procedures essential to provide order and logic to its
meetings.
NOW, THEREFORE, HE IT RESOLVED by the City Council of the City
of Palm Desert that it does hereby adopt the Palm Desert Police
Advisory Committee Bylaws, attached hereto as Exhibit A, as being
the approved procedures for conducting Police Advisory meetings.
PASSED, APPROVED and �DOPTED at a regular meeting of the Palm
Desert City Council held on this 23rd day of January, 1992, by the
following vote, to wit:

BYLAWS
OF THE
PALM DESERT POLICE ADVISORY COI�IITTEE
1. PURPOSE
The purpose of this Committee is to provide a public forum to
consider law enforcement and public safety matters and to make
recommendations to the City Council.
2. OFFICIAL NAME
The official name of this Committee shall be "Palm Desert
Police Advisory." -
3. GOVERNING BODY
The members of the City Council of the City of Palm Desert
shall constitute the governing body of the Police Advisory
Committee.
4. MEETINGS
4.1 Regular Meetings
The Police Advisory Committee of the City of Palm Desert
shall hold regular meetings at the Palm Desert Civic
Center, in any available conference room, 73-510 Fred
Waring Drive, Palm Desert, California, once a month.
The meetings of the Police Advisory Committee shall be
held, notice given and the business of the Police
Advisory Committee conducted, all as provided in the
Ralph M. Brown Act, being California Government Code
Section 54950, et seq.
4.2 orum
�► quorum is the number of persons that must be legally
preaent at a meeting to transact business. A quorum
shall apply to the Police Advisory Committee as being
the majority of the members qualified to vote, or fifty-
one percent (51$).

4.3. Attendance
Members of the Police Advisory Committee are expected to
be in attendance at regular meetings. If any member is
absent from any Police Advisory meeting due to ilLness
or an unavoidable absence, he/she shall notify the
Chairman or Secretary any time prior to such meeting for
which he/she will be absent. If any member does not
notify the Chairman or Secretary of his/her absence, such
member is absent without cause. If any member is absent
without cause from three (3) meetings in one year
( September 1 through August 31 ), the member shal l be ipso
facto terminated.
5. ORDER OF BUSINESS
5.1 Agenda
The order of business of each meeting shall be as
contained in the agenda prepared by the Secretary. The
agenda shall be a listing by topics of subjects which
shall be taken up for consideration and disposition in
the listed order, except under extenuating circumstances,
whereby the Chairman may call items out of order. No
action shall be taken on any item not appearing on the
posted aqenda. The Police Advisory Committee may take
action on items of business not appearing on the posted
agenda under the following condition: Upon a
determination by a two-thirds vote of the Committee, or,
if less than two-thirds of the members are present, a
unanimoua vote of those members present, that the need
to take action arose subsequent to the agenda being
posted.
The agenda ahall specify the time and location of the
regular meeting and shall be posted in a location that
is accsesible to the public. �►gendas are prepared,
posted and mailed no later than 72 hours prior to the
m�etings.
5.2 Roll C811
Before proceeding with the businesa of the Police
Advisory Committee the Chairman or Secretary shall call
the roll. The names of those present shall be entered
in the minutes.

5.3 Approval of Minutes
It shall be the duty of the Secretary to keep the
official minutes of all meetings of the Police Advisory
Committee and to maintain all other official records.
A copy of the minutes of the previous meeting shall be
mailed or hand delivered to each member of the Police
Advisory Committee prior to the next meeting. Such
minutes may be approved without reading.
6. MEMHERSHIP
The Police Advisory Committee shall consist of a maximum of
twenty-five (25) members to be appointed by the Chairman or
Vice Chairman, each of whom_will serve an undetermined term.
Members of the Police Advisory Committee shall be citizens of
the City of Palm Desert or persons representing a business in
Palm Desert.
7. OFFICERS AND STAFF
A chairman and vice chairman shall be elected by the
membership to serve two-year terms. At the end of the two-
year term, the Vice Chairman shall succeed the Chairman and
a new vice chairman will be elected. This process will ensure
equal opportunity to the membership to serve in a leadership
role. If the Chairman or Vice Chairman is unable to complete
the full two-year term, a special election will be held to
make a selection to fill the vacancy for the unexpired term.
The Secretary of the Committee will be appointed by the City
Manager.
The City Manager, or his appointee, will serve as staff
liaison to the Police Advisory Committee.
The Committee will have a council liaison, appointed by the
Council.
8. MOTIO�B ]1I'iD VOTING
When a motion is made and seconded, it shall be stated to the
Committee for debate. On the passage of every motion, the
vote shall be taken by voice or roll call and entered in full
upon the record.

Monitor current law enforcement programs:
Traffic matters, crime prevention, burglary
rates, crime statistics, manpower, sheriff's
department services, and emergency services.
Develop and recommend further law enforcement
enhancement services.
Receive requests from the City Council and
respond to issues.
Promote public awareness and recognition of law
enforcement and citizen achievements regarding
crime preven�ion.
Support Crimestoppers in neighborhood and
commercial watch programs.
Receive and consider information on traffic
matters from staff or citizens.
9.2 Rules of Procedure
All meetings of the Police Advisory Committee sha11 be
conducted and governed by these Hylaws.
9.3 Amendments
These Bylaws may be amended at any meeting of the Police
Advisory Committee upon its own action.
