A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT. CAL[FORNIA F(ND[NG THA� AN ADOENOtlM TO THE
PREVIOUSLY CERTIFIED FINAL ENVIRONMENTAL IMPACT REPORT
PREPAREO FOR TME ALTAM[RA COUNTRY CLUB IS COMPLETE AND
ADEQuaTELY AOORESSES THE ENVIRONMENTAL EFFECTS OF
REVISED TENTATIVE TRACT MAP N0. 25296 AND TENTATIVE
PARCEL MAP N0. 25296 AND TENTATIVE PARCEL MAP N0. 27501
FOR THE OEVELOPMENT OF THE ALTAMIRA COUNTRY CLUB.
WHEREAS. the F1nal Environmental Impact Report for the Altamira Country
Club has been prepared to address the envlronnKnta} effects. mitigatio�
measures. and proJect alternatives assoclated wtth the constructlon of a 45U
dwelling unit project Nith associated golf course on a 352 acre site: and
WHEREAS. to assist in conducting the necessary CEQA revtew pursuent to
Public Resources Code Section 21166 (CEQA Guidelines Section 151621. the
City has prepared an Expanded Initial Study. It 1s on the bests �f this
document,.incorporated herein by reference, that the City makes the releva�t
findtngs for CEQA compltance; and
WHEREAS. the Expanded Initial Study aas prepared pursuant to the
requirements of the Californla Envlronmental Quellty Act (CEQA), the CEQA
Guidelines. and the City procedures for implementing CEQA as an Addendum
(CEQA Gutdelines Section 15164) to address entitlements for a revised
Altamira Country Club project includiny revised Tentative Tract Map No.
25296 and Tentative Pa�cel Mep No. 27501 for the developrtient of 422 dwelling
units and a� assoctated �If cou�se on 344 acres in the city of Palm Desert:
and
WHEREAS, the City pubilshed a publtc notice in a newspaper of general
circulatlon on July 8, 1992 and July 29. 1992: apP�lsing the publlc of �
hearing on these p�oJects: and
wHEREAS. the CSty also meiled notice to all property owners within 300
feet of the proposed pro�ect; and
WMEREAS. this publication date and melled nottce exceeds state and
local requird�ents for the notiflcation of publlc hearinQs: and
WHEREAS. all such noticee contatned an advisement of the C1ty's intent
to find said prevlous Final EIR and Addendum adequate to document the
environmental attributes of the revised project. and invited the public to
examine said Expanded Inittal StudY and Addendum tn sup�o�t of such fl�dtng;
and
WHEREAS, the Clty Councll of the City of Palm Oesert conducted said

associated environmental documentation: and

WHEREAS, the City Council has reviewed all said environmenta!
documentation and has found that the Expanded In1t1a1 Study and Addendum
properly concludes that all environmental effects of the revised project are
adequately documented within the aforementianed EIR: end
WHEREAS, the City Council has exami�ed with particular care the
potential effects peculiar to this project and the adequacy of r_he
perfo�mance of adopted mitigation measures, all as set forth in the Expanded
Initial Study and Addendum. and finds that the Initial Study document is
particularly response to the actual enviro�mental effects and public
comments to date; and
WHEREAS. the City Council incorporates this Expanded Initial Study and
Addendum into this Resolution by reference as facts in support of these
findings: and
WHEREAS. the City Council has adopted numerous conditions of approval
to continue to car�y out the ob,lectives of the mttigatton measures 1n the
previous Final E1R; and
WHEREAS, Section 21166 of CEQA and Section 15162 of the CE4A Guidelines
prov i de thet , where an E I R has been prepared, no new E I R need be prepared
unless there are changes in the project; its underlying circumstances. or
new fnformation. which result in new or mo�e seve� inpects than were
originaily documented in the EIR;
NOW, THEREFORE, BE I7 RESOLVED THAT:
i. The Certified F1nal EIR prepared for the Altamira Country Club
completely and adequatelY documents the development of the proposed proJect.
2. On the basis of the Expanded Initial Study. most prort+inent impacts,
such as biological resources and land use, are reduced ove� Nhet Was
anticipated in the Certified Final EIR, etther by a lower intensity on the
site itself, or by adjustments on land use intensity on adJecent percels.
3. The Inittal Study contains substantial evidence supporting the
conclusion thet 1mp�ects are not new or more severe then those predicted in
the Certified Finai EIR. and that such evldence ha� been carefuily and
tndependently revtewed by the technical dlvisions of the C1ty responslble
for the accuracy of such evidence.
4. The impacts presented by this project are equal to or less severe
overeli than those reelized by development conststent wlth the eppraved
project. and that this fact has been documented in the Expanded lnitial
Study.

5. The City Council has not been presented substantial and credible
evidence disputing the concluslons contained in the Expa�ded Initial Study.
6. The Expanded Initial Study serves a valuable continuing purpose in the
planning process by presenting an even more current representatlon ot
impacts. Since none of the conditions desc�ibed in Sectton l6162 of the
CEQA Guidelines calling for a neW EIR have occurred, and stnce the
information reported in the Expanded Initiai Study does not raise important
new issues about the significant effects on the environment. the Council
hereby finds that this Expanded Initial Study shall be approved as an
Addendum to this previous Final E1R. pursuant to Section 15164 of the CEQA
Guideltnes. in order to assure that the most contemporary information is
always available.
PASSED, APPROVED and ADOPTEO at a regular meeti�g of the Palm Oesert
C1ty Councll. held on thls 13th day of August. 1992, by the foliowing vote.
