A RESOLUTION OF THE CITY COUNCIL OF THE CZTY OF PALM DESERT, CALIFORNIA, ESTAHLISHING THE ORGANIZATZON, OBJECTIVES AND RESPONSIBILITIES OF THE PALM DESERT SISTER CITY COMMITTEE WHEREAS, it has been deemed appropriate and necessary to form an advisory committee to the City Council to deal with matters with the City's Sister City Program; and WHEREAS, the nucleus of such a committee of Palm Desert citizens and business people have performed valuable services, been superb ambassadors and hosts, and have given valuable recommendations to the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, that a Palm Desert Sister City Committee is hereby established, and that its organization, objectives, and responsibilities shall be stated in Exhibit "A" attached hereto and made a part hereof. Name: � EXHIBIT "A" PALM DESERT SISTER CITIES COI�IITTEE Palm Desert Sister Cities Committee Membership: Seven members nominated by the Committee and appointed by the City Council membership should be comprised of people interested, knowledgeable, and/or have visited one or more of Palm Desert's Sister Cities. Nominations for membership may be recommended by members of the Committee or any other group or individual. The Mayor may appoint a Council liaison to the Committee and the City Manager shall appoint a staff liaison, both will serve as ex-officio members. Terms of Membership: Meetings: Officers: Members shall serve three year terms at the pleasure of the City Council. Faur members shall be nominated on alternating years and three members nominated the following year. Individual memberships shall be terminated if a member misses three or more meetings from September to September of a given year. Nominations will be made during the month of September and terms will begin October 1. The membership shall select associate members to work on subcommittees designed to promote and expand the relationship of one of the sister cities. Committee members shall work with staff to schedule standard monthly meetings. A chairman and a vice-chairman shall be selected by the membership to serve annual terms. Recordkeeping: Written records of actions taken or recommendations made shall be kept by a member appointed to serve as secretary to the Committee. Objectives: Advise, monitor and assist the City Council of the City of Palm Desert of the best methods to promote the exchange of culture, information, and international relations with our Sister Cities. Recommend and establish guidelines to the City Council for the selection of new Sister City relationships. Responsibilities: 1. Recommend to the City Council of the City of Palm Desert the establishment of a new Sister City relationship general guidelines: 2 RESOLUTION NO. y2-93 a. that the city under consideration has no current relationships with a city in the United States; b. that the city under consideration and the City of Palm Desert have some similar characteristics; c. that the City af Palm Desert consider joining into relationships no more frequently than one every three years; d. the community and Sister City Committee support the relationship with assistance, including but not limited to translation (if applicable), hosting, etc. 2. Foster the Sister City exchange programs, including but not limited to: a. art exchange; b. employee exchange; c. seed exchange; d. Chamber of Commerce information exchange; e. Council meetings agenda exchange; f. local publication exchange; g, participation in local parades, festivals and activities; h. student exchange; i. environmental information exchange; j, disaster preparedness information exchange; k. economic development information exchange. 3. Promote and maintain a positive image for the Sister Cities Program through the media; 5. With City input, renew and recommend annual budget and certain City expenditure of that budget; 6. Promote the voluntary travel of citizens to our Sister Cities and travel of Sister City citizens to Palm Desert. 7. Act as hosts and provide general assistance to the City Council for international delegates during visits. 8. Maintain an on-going membership with the Sister City International Organization. 4
