HomeMy WebLinkAboutCC RES 96-544111 'A 3-00- RESOLUTION NO. 96-54 OF THE CITY OF PALM DESERT, CALIFORNIA, REQUESTING 'I'HE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD APPROVE THE REDESIGNATION OF THE RIVERSIDE COUNTY RECYCLING MARKET DEVELOPMENT ZONE TO INCLUDE THE CITY OF PALM DESERT. WHEREAS, the Integrated Waste Management Act of 1989 mandates that Cities and Counties divert 2.5 percent of their waste from landfills by 1995 and 50 percent by 2000; and WHEREAS, Sections 17900 et seq. of Title XIV of the California Code of Regulations provides for the designation and establishment of "Recycling Market Development Zones" by the California Integrated Waste Management Board; and WIIEREAS, the current waste management practices and conditions are favorable to the development of post -consumer waste materials markets; and WHEREAS, the County of Riverside applied to the Board in 1993 to create the original boundaries of the Riverside County Recycling Market Development Zone with the County of Riverside serving as primary applicant.; and WHEREAS, the redesignat.ion of the zone to include the City of Palm Desert would enhance the job creation and economic development goals of the City of Palm Desert, and the other participating jurisdictions; and WHEREAS, the redesignation of the existing Zone to include the City of Palm Desert would assist in attracting and retaining private sector business investments to the City of Palm Desert; and WHEREAS, the boundaries of the redesignated Riverside County Recycling Market. Development Zone would include portions of the City of Palm Desert plus the other existing areas as set forth in Exhibit "A". • Resolution No. 96-54 NOW THEREFORE, the City of Palm Desert, California, does hereby resolve the following: SECTION 1. SECTION 2. SECTION 3. ATTEST: The City of Palm Desert requests that the California Integrated Waste Management. Board redesignate the Riverside County Recycling Market Development Zone to include portions of the City of Palm Desert as set forth in Exhibit. "A". The City of Palm Desert is willing to pay for all the costs associated with the preparation of the Redesignation Application including but not limited to the costs associated with the required CEQA environmental clearance and the legal description of the territory being added to the zone. The County of Riverside, who administers the Riverside County Recycling Market Development Zone, review and approve the Redesignation Application prior to submittal to the State Integrated Waste Management Board. The County of Riverside will also serve as the primary applicant in the Redesignation Application. ADOPTED this 22nd day of August , I996.
